Job Responsibilities
1. Project Leadership & Delivery
- Provide overall leadership and accountability for the construction of Large Scale Solar (LSS) projects from notice to proceed through testing, commissioning, and commercial operation date (COD).
- Ensure projects are delivered on time, within budget, and in accordance with contractual, technical, and regulatory requirements.
2. Construction & Site Management
- Oversee all on-site construction activities, including civil, electrical, and mechanical works.
- Direct EPC contractors, subcontractors, and site teams to ensure compliance with approved designs, specifications, quality standards, and safety regulations.
- Resolve site issues, construction challenges, and execution risks proactively.
3. Contract & Commercial Management
- Manage EPC and subcontract agreements, including variations, claims, extensions of time (EOT), and dispute resolution.
- Monitor project costs, cash flow, and progress against approved budgets and schedules.
- Support negotiations with contractors and vendors to protect the company’s commercial interests.
4. Regulatory & Stakeholder Coordination
- Ensure full compliance with regulatory bodies including SEDA, TNB, Energy Commission (ST), CIDB, DOSH, and relevant local authorities.
- Act as the primary construction interface with clients, consultants, financiers, and joint venture partners.
- Support lender technical due diligence and audits during construction.
5. Safety, Quality & Environmental Compliance
- Champion health, safety, and environmental (HSE) excellence across all project sites.
- Ensure quality assurance and quality control (QA/QC) systems are effectively implemented and enforced.
- Lead incident investigations and implement corrective actions where necessary.
6. Planning, Reporting & Risk Management
- Establish and monitor construction schedules, milestones, and resource plans.
- Identify, assess, and mitigate construction and execution risks.
- Provide regular progress, risk, and performance reports to senior management and the Board.
7. Team Leadership & Capability Building
- Lead, mentor, and develop construction and project management teams.
- Build a high-performance culture focused on safety, accountability, and delivery excellence.
- Support talent development and succession planning within the construction function.
Job Requirements
1. Education & Professional Qualifications
- Bachelor’s Degree in Civil, Electrical, Mechanical Engineering, or a related engineering discipline.
- Registered Professional Engineer (PEng / Ir.) with BEM is highly preferred.
- Project Management certification (PMP, PRINCE2) is an added advantage.
2. Industry Experience
- Minimum 15 years of working experience in construction or engineering, with at least 8–10 years in senior leadership roles.
- Proven track record in delivering Large Scale Solar (LSS) or utility‑scale renewable energy projects from EPC through commissioning.
- Strong experience in managing EPC contractors, subcontractors, and consultants.
3. Technical & Regulatory Knowledge
- In-depth understanding of LSS project lifecycle, including design, procurement, construction, testing, and commissioning.
- Strong knowledge of SEDA, TNB, Energy Commission (ST), DOSH, CIDB, and local authority requirements.
- Familiarity with grid interconnection, substation works, and transmission coordination.
- Solid understanding of construction safety, quality assurance, and environmental compliance.
4. Leadership & Management Skills
- Proven ability to lead multi-disciplinary project teams and site-based operations.
- Strong contract administration skills, including claims, variations, delay mitigation, and dispute management.
- Excellent stakeholder management skills with clients, regulators, financiers, and JV partners.
5. Commercial & Risk Management
- Strong commercial acumen with experience managing project budgets, cost controls, and timelines.
- Ability to identify and mitigate construction, contractual, and execution risks.
- Experience supporting lender’s technical due diligence is an advantage.
