Description

Manage and oversee the building service department to ensure smooth operations and provision of excellent customer service. Plan and develop departmental goals and objectives. Monitor departments’ performance, e.g., budget/CAPEX, cost containment & cost‑cutting strategies, analyze data, prepare reports, presentation, etc. Develop action plans and recommend changes. Ensure the proper maintenance and upkeep of building, facilities and equipment; make arrangements for repair and/or replacement of used and damaged equipment. Resolve construction related problems, disputes and compliance issues. Continuously monitor customer feedback and analyze trends and issues affecting customer satisfaction. Handle and resolve customer complaints. Be PIC for all hospital‑wide renovations in terms of M&E, regulated acts and end‑user requirements, etc. with the contractors and consultants to ensure that the project/s are accomplished within the time‑frame in terms of project timelines, quality control, infection control, safety & security control with the respective departments. To advise any adverse issues to the hospital Management. Adherence and compliance to all statutory requirements including Bomba, Machineries Act, OSH Act, etc. It is achieved by developing and implementing standard operating policies and procedures that are in line with the requirements of the relevant Acts, Statutes and Regulations. Work closely with the Support Service / Safety & Health personnel in undertaking yearly Bomba site inspections/staff training/Fire Drills, etc., in order to ensure that SunMed receives the Bomba certificate necessary for renewal of hospital license. Prepare and undertake all other site inspections for other license renewal such as passenger lifts, dumb waiters, etc. Recommend appropriate consultant, monitor and oversee monthly inspections and maintain the appropriate records of the monthly electrical inspections. Prepare and submit all necessary documentation and paperwork for timely renewal of all relevant licenses such that the equipment operates without downtime. Ensure that the hospital building(s) is safe for staff, doctors, visitors and patients by developing and implementing SOP for all relevant areas, including but not limited to fire, safety (alarm systems as well as firefighting equipment), lift safety, occupational safety, etc. Work with the hospital safety and health manager to train a firefighting team and assist him in the regular conduct of fire and evacuation drills. Ensure maximum uptime or minimal downtime of all plant and equipment by implementing preventive maintenance programs for all equipment using the Mainsever (CMMS). Manage the staff roster to ensure that staff are available for emergency breakdowns or machine failure 24 hours a day, 7 days a week. Work closely with the project team to implement strategies that ensure minimal downtime of key machinery/equipment during major construction works or hospital building expansion project. Cost effective management of the department and all equipment within the jurisdiction of the department by developing and implementing an asset management program for all building services using the Mainsaver (CMMS). Work with procurement department on pricing and contract negotiations prior to renewal of service contracts. Lead and manage the employees in the department; ensure competent, motivated and productive staff. Manage and supervise the staff and outsourced workers (if any) in compliance with established standards of performance, company policies and procedures. Provide on‑job training, coaching and motivation to staff to achieve the department’s objectives. Plan staff development and training plans in line with company programs. Conduct written evaluation on the work performance at the completion of probationary period and annual performance review.

Requirements

Candidate must possess at least a Diploma, Advanced Diploma, Bachelor’s Degree in Engineering (Civil/Electrical/Mechanical), or equivalent. At least 5 years’ working experiences in managerial roles of facilities building maintenance and operations in Healthcare Industry. Knowledge of M&E systems, building, Fire Alarm, ACMV and plumbing systems. Able to work under pressure and independently. Result‑oriented, possess strong integrity, leadership and good problem‑solving skills. Computer literate and able to speak and write in English and Bahasa Malaysia. Candidate with 11kV Chargeman license will be added‑advantage.
