JOB SUMMARY
  • The Culture & Mindset Transformation Lead is a strategic leadership role responsible for designing, driving, and embedding a high-performance culture that enables Air Selangor’s Operational Excellence (OEx) and enterprise transformation agenda.
  • Working closely with the OEx Program Director, Workstream Leads, HR, Learning Centre, Communications, Change Management teams, and appointed consulting partners, this role ensures that culture, leadership behaviors, and mindsets become deliberate enablers of performance, safety, service excellence, and innovation.
  • The role leads enterprise-wide mindset shifts, behavioral change, leadership alignment, and culture activation initiatives, ensuring that cultural transformation is measurable, sustainable, and embedded into ways of working, rather than treated as a standalone initiative.
KEY DUTIES AND RESPONSIBILITIES
1. Culture Strategy & Roadmap Development
  • Develop, articulate, and execute a Culture & Mindset Transformation Roadmap aligned with Air Selangor’s Operational Excellence (OEx) strategy, corporate priorities, and long-term transformation goals.
  • Translate strategic objectives into clear cultural outcomes, leadership behaviours, and mindset shifts required for sustainable performance improvement.
2. Definition & Promotion of Core Cultural Attributes
  • Define, refine, and promote core cultural attributes such as accountability, collaboration, customer‑centricity, continuous improvement, innovation, and safety leadership.
  • Ensure cultural attributes are clearly understood, consistently communicated, and visibly role‑modelled by leaders across all levels.
3. Leadership Alignment & Behavioural Change
  • Partner with senior leaders and managers to align leadership behaviours with desired culture, providing coaching, facilitation, and advisory support.
  • Facilitate leadership culture conversations, alignment workshops, and belief‑shifting dialogues to surface barriers and enable mindset change.
4. Integration with HR, Learning & Organizational Systems
  • Collaborate with HR, Learning Centre, Communications, and Change Management teams to embed culture and mindset elements into:
  • Leadership development and coaching programmes
  • Talent onboarding and succession planning
  • Performance management and engagement initiatives
  • Learning and capability‑building interventions
  • Ensure culture is integrated into people processes, governance, and operating rhythms, not treated as a parallel effort.
5. Culture Diagnostics & Insights
  • Design and facilitate culture diagnostics, including surveys, focus groups, interviews, and qualitative assessments, to:
  • Establish cultural baselines
  • Identify performance and behavioural gaps
  • Track progress and maturity over time
  • Translate diagnostic insights into actionable interventions and leadership commitments.
6. Culture Activation & Engagement
  • Design and deliver culture activation initiatives, including:
  • Storytelling and enterprise narratives
  • Leadership role‑modelling programmes
  • Peer champions and change agent networks
  • Recognition and reinforcement mechanisms
  • Build and sustain communities of practice to maintain momentum and ownership across the organization.
7. Embedding Culture into Transformation & Projects
  • Partner with OEx workstreams and transformation project teams to embed cultural enablers into project design, governance, and execution.
  • Ensure behavioural and mindset considerations are addressed alongside process, system, and structural changes.
8. Measurement, Reporting & Governance
  • Define, track, and monitor cultural KPIs, behavioural indicators, and transformation impact metrics.
  • Provide regular reporting, insights, and recommendations to the OEx Program Director and senior leadership on progress, risks, and outcomes.
9. Additional Responsibilities
  • Undertake other tasks and responsibilities as delegated by the OEx Program Director.
  • Assist in any other activities as needed to support the smooth running of the program.
Minimum Qualifications
  • Bachelor’s degree in Human Sciences, Business, or related field; Master’s degree preferred.
  • 15+ years’ experience in organisational culture, change management, leadership development, and transformation.
  • Professional certification in Coaching, Culture, Change, or Process Improvement.
  • Proven experience leading enterprise‑wide culture and mindset transformation programmes in large, complex organisations.
  • Proven track record in driving large‑scale cultural change in complex organisations.
