The Race and Health Observatory is leading anational programme which aims to improve the experiences and outcomes ofminority ethnic service users and staff across maternitycare.

AsImplementation Project Manager for the NHS Race and Health Observatory you willmanage the day to day delivery of the Perinatal Equity and Anti-DiscriminationProgramme (PEADP) working with partners and NHS maternity teams across 158sites.

Fromplanning and governance to risk management and reporting, youll keep thisambitious programme on track and ensure impact at scale.

Main duties of the job

You will:

  • Lead project delivery to time, cost, and quality standards
  • Coordinate programme management activities, including meetings, project tools, documentation, governance, risks, and dependencies to support effective delivery.
  • Work closely with RHO leadership, delivery partners, and NHS maternity teams to manage programme design, track site-level progress, and provide clear reporting to partners and NHS England.
  • Build and maintain inclusive relationships with maternity trust leaders, site teams, and community stakeholders.
  • Collect and analyse progress data, prepare reports and case studies, and ensure delivery aligns with governance, safeguarding, and GDPR requirements.

About us

The NHS Race and Health Observatory (the Observatory) is an independent organisation, set up to explore ethnic inequalities in access to healthcare, experiences of healthcare, health outcomes, and inequalities experienced by Black and minority ethnic members of the health and care workforce. In doing so, it assesses aspirations in these areas as outlined in national healthcare policy, including those set-out in the NHS 10 Year Health Plan. It is a proactive investigator, providing strong recommendations that inform policymaking and facilitate change. It is evidence-driven and solution-focused.

Job responsibilities

Project management and delivery

  • Lead the day to day management of the Observatorys delivery of PEADP, ensuring outputs meet agreed time, cost, and quality standards.
  • Coordinate meetings, as well we develop, manage and maintain project tools, documentation, and action logs to support effective delivery.
  • Manage the project teams meeting cycle and ensure follow up on agreed actions.
  • Oversee delivery activities across 158 maternity sites in partnership with co-delivery partners.
  • Establish and manage change processes, supporting adoption of agreed improvements and documenting adjustments.
  • Maintain a risk register, track issues and dependencies, and escalate where required.
  • Lead and ensure procurement activity is well managed and expenditure remains within agreed limits.
  • Work flexibly, prioritising effectively and meeting short notice deadlines.

Stakeholder and relationship management

  • Build and maintain inclusive relationships with maternity trust leaders, site teams, and community stakeholders
  • Support communication and reporting to NHS England, delivery partners, and maternity sites in collaboration with the Director and Head of Implementation.

Monitoring & reporting

  • Collect and analyse site-level progress data to inform delivery activities.
  • Prepare clear papers, presentations and briefings for meetings, workshops and other events.
  • Ensure delivery aligns with agreed governance, GDPR, and safeguarding standards.

Other

  • Demonstrates commitment to embedding antiracism by identifying inequities, contributing to equitable policy and practice, and collaborating with colleagues and communities to advance race equity in outcomes and culture.
  • Perform other related work as may be required commensurate with the grade.
Person Specification
Experience
  • Experience managing complex healthcare implementation projects or programmes, with demonstrable evidence of successful delivery and measurable impact.
  • In-depth knowledge of contemporary health, race, and equality policy, service delivery challenges, and the healthcare structure in England, evidenced through previous project work.
  • Proven ability to use project management tools and systems to track progress and support delivery.
  • Strong stakeholder management skills, with experience engaging senior NHS leaders and diverse community organisations, and influencing outcomes without direct authority.
  • Demonstrated experience applying quality improvement methodologies in healthcare settings.
  • Sound understanding of research methods and evaluation techniques.
  • Experience of co-design or collaborative approaches with staff, service users, or communities to embed evidence-based recommendations.
  • Demonstrated ability to influence and negotiate outcomes, including coordinating work across teams without direct authority.
  • Excellent communication skills, with the ability to tailor written and verbal outputs for different audiences.
  • Highly organised, responsive, and able to work independently in complex, politically sensitive environments, balancing competing priorities under pressure.
