Procurement Services, a branch of the Department of Service Nova Scotia, is a dynamic and innovative team dedicated to supporting our clients who procure goods, services, and construction to benefit Nova Scotians. We oversee the Nova Scotia Sustainable Procurement Policy, providing leadership and direction in the development and delivery of procurement programs, plans, and strategies that align with departmental and government priorities.

Our Business Intelligence (BI) Team offers comprehensive business systems support and analytics services to the branch and a wide range of clients across the Nova Scotia Public Sector. The BI Team engages in daily service and support as well as larger transformational projects that affect the broader Procurement service and its clients.

Reporting to the Director of Business Intelligence, the Manager is responsible for establishing, administering, and evolving the methods, systems, and tools used for analytics, measurement, and reporting. The Manager leads a team of Data Analysts to address the growing responsibilities and complexities of the analytics service, while collaborating with Procurement Leaders, stakeholders across the Nova Scotia Public Sector, and peers across Canada.

• Responsibility for all aspects of the analytics service, including providing advice to leadership on industry advancements, business cases, data governance, and data security.
• Collaborating with peers and clients across the NS Public Sector to understand and address their operational and strategic information requirements; and with internal leaders to ensure operational systems align with the requirements of the analytics service.
• Leading the design, development, and implementation of frameworks and practices for procurement analytics, ensuring deliverables have integrity, reliability, and follow best practice.
• Leading and managing complex analytics projects, including system upgrades, new implementations, testing, data extracts, interpretations, data integrations, ETL processes, and product enhancements.
• Implementing quality management processes to ensure reliable analytics, accurate data sources, and protection of information privacy.
• Developing collaborative working relationships with peers and other stakeholders to design, coordinate, and implement new service delivery models, tools/systems, or business processes

To be considered for this position, you must have a bachelor’s degree in a related field (such as Data Science, Business Administration, Computer Science, etc.) in addition to several years of progressive experience related to data analysis or business intelligence in a complex service environment.

The successful candidate will have:

• Demonstrated leadership experience in a complex service environment.
• Considerable experience in data analysis with a focus on data modeling.
• Demonstrated experience in change management.
• Considerable experience in data management and analytics infrastructure (e.g. data warehouse management, data architecture, semantic layer for data interoperability).
• Knowledge of business intelligence cloud platforms and data quality management programs and tools (e.g. Azure Data Factory, Databricks, Data Mesh, Data Fabrics, Microsoft Purview).
• Demonstrated experience in data governance, privacy, and data security.
• Demonstrated experience with data visualization tools (e.g. Tableau, Power BI).
• Considerable experience working with relational databases (e.g. SQL Server, MySQL).
• Considerable experience creating and managing data integrations, API, and ETL processes.

The ideal candidate will be a strong leader, excellent communicator, relationship builder, and innovative thinker with the ability to effectively convey technical concepts to all stakeholders. They need high initiative, motivation, and a solid grasp of data analytics. Proven leadership and stakeholder collaboration are essential for navigating a complex, dynamic procurement environment.An equivalent combination of education and experience may also be considered.

• Masters’ degree in a related discipline.
• Experience leading change management initiatives.
• Experience in public procurement.
• Experience with related SAP Products (ECC, S4 Hana, Ariba, Analytics Cloud).
