Job description

Duties

  • Conducts interviews primarily in person (door to door) and when requested may conduct phone interviews to collect survey or census data as required within an assigned geographic area.
  • Communicates with respondents, supervisors, and other persons as appropriate.
  • Understands survey materials in order to explain the purpose of surveys, ask questions as worded on the questionnaire or survey instrument, and enters accurate and complete information into a laptop computer or onto survey forms.
  • Maintains personal payroll records that reflect hours worked, miles driven, and reimbursements for travel and communications claimed.
  • Completes and attends training as necessary in-person or online.

  • You must be 18 years old.
  • You must be an US Citizen.
  • You must have good hearing and the ability to read small print found on surveys. You must be in good physical condition to drive, climb stairs, and walk for extended periods.
  • You will occasionally be required to lift materials weighing up to 50 lbs.
  • You must be willing to work days, evenings, and weekends.
  • You must be willing to work a varying number of hours per week.
  • You must be willing to occasionally travel overnight for training and work assignments.
  • You must have access to a vehicle (or public transportation) so that you can complete work throughout the assigned geographic area.
  • You must establish and maintain a safe work environment in your residence.
  • You must be willing to use all methods of communication (face to face, phone call, emails, letter, etc.).
  • You must have access to a landline or mobile phone.
  • You must have an internet connection at your residence. If internet is not available in your area, must be able to connect to a cellular network.
  • You must be suitable for Federal employment, determined by a background investigation.
  • You must be registered for Selective Service at the time of hire, if applicable,
  • You must meet all qualification requirements by the closing date of this announcement.
  • A one or two-year trial period is required (dependent upon veteran's status).
  • This is a NON-BARGAINING unit position.

Qualifications

This position has a bilingual selective factor. Applicants will be required to demonstrate proficiency in English and at least one of the 28 languages listed in the announcement questionnaire. You must be able to speak the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions.

Applicants must have one year of general experience at a level of difficulty and responsibility equivalent to GS-03 in the Federal service. General experience is being progressively responsible in clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

2 years of education above high school.

To Qualify For Positions Starting At Grade 5

Applicants must have one year of specialized experience equivalent to at least the GS-04 level in Federal Service. Specialized experience for this position includes: (1) communicating with clients, respondents, customers, and/or coworkers in person and/or by telephone, (2) using a device such as a smart phone, tablet, or computer/laptop (3) completing work/personal tasks in a timely manner.

OR

4 years of education above high school.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

CTAP Applicants MUST Submit The Following Documents

  • A copy of your RIF separation notice; notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice of eligibility for discontinued service retirement, or similar notice).
  • A copy of your SF-50 "Notification of Personnel Action" noting current position, grade/band level, and duty location;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your bureau/operating unit that shows your current promotion potential.

  • This position has a mixed-tour work schedule. A mixed-tour work schedule provides for periods of full-time, part-time, and/or intermittent work to accommodate fluctuating workloads. The candidate(s) selected for this position must sign an agreement outlining the conditions of employment prior to appointment.
  • You will be required to complete a Declaration for Federal Employment (OF-306) to determine your suitability for Federal employment and to authorize a background investigation. You will also be REQUIRED TO SIGN AND CERTIFY THE ACCURACY OF ALL THE INFORMATION IN YOUR APPLICATION.   • Veteran's Preference - Applicants claiming 10-point veteran preference MUST submit the SF-15, Application for 10-Point Veteran Preference, with the required proof (i.e., statement from the Department of Veterans Affairs) and the latest copy of the DD-214, Certificate of Release or Discharge from Active Duty. Applicants claiming 10-point preference who do not submit the required documentation will receive 5-point veteran's preference. Applicants claiming 5-point veteran's preference must submit a DD-214 to receive preference.
  • Former federal employees, who received a Voluntary Separation Incentive payment (VSIP) or "Buyout" and subsequently return to a position in a Federal agency, whether by reemployment or contracts for personal services, are obligated to repay the full amount of the buyout to the agency that paid it within a specified time period.
  • Trial Period - Applicants selected for this position are required to serve a trial period. If you are extended, the trial period is one year of continuous service for preference eligible candidates and two years of continuous service for non-preference eligible candidates in the same or similar position.
