Overview

Position: Deputy Representative

Organizational Setting and Work Relationships: Direct supervision and guidance is received from the Representative. Advice and operational support may be provided by the Director / Deputy Director of the Bureau and by other senior staff. The incumbent will refer to policies, standards, rules and regulations in force within UNHCR. Regular contacts with the Representative and staff at Headquarters and in the field involve consultation on operational issues and activities of importance to UNHCR and its programmes. UNHCR is integrated into the UN Resident Coordinator System. Decisions influence design and operation of UNHCR activities in the country of accreditation and affect the organization’s objectives, safety, and credibility. All staff are accountable to perform duties in line with the regulatory framework of UNHCR including relevant competencies and values.

Duties
  • Provide legal protection advice and guidance on doctrine and policy to the Representative, Heads of Offices and protection staff in the country.
  • Advise and support offices on asylum, refugee protection and assistance issues, including access to territory, RSD procedures, non-refoulement, reception and durable solutions; develop a Protection Management Framework for each national office.
  • Offer legal and programme guidance on developing fair and effective asylum regimes aligned with international standards, including national asylum/refugee legislation and capacity building of local protection systems.
  • Advise on asylum and migration issues, with emphasis on trafficking and smuggling concerns.
  • Guide AGDM mainstreaming, oversee participatory assessments, and address gaps in reception/integration systems with stakeholders.
  • Monitor legal protection and assistance trends; prepare strategy and position papers with policy recommendations on protection, assistance and durable solutions.
  • Directly supervise Protection and Programme sections and develop operations plans in line with organizational policies and strategies.
  • Assist the Representative in promoting UNHCR strategic goals and monitoring progress toward them; manage the Representation country office.
  • Ensure security measures are in place to protect staff and compliance with security rules and procedures.
  • Serve as Officer-in-Charge when the Representative is on mission or leave.
  • Represent UNHCR in meetings and fora related to the functions.
  • Enforce local compliance with UNHCR policies on protection, finance, human resources and security; authorize payments per DOAP; reallocate funds within budgets and donor earmarking.
  • Lead risk assessments, manage risks, allocate resources for treatments, and ensure risk registers are updated.
  • Perform other related duties as required.
Minimum Qualifications

Education & Professional Work Experience

For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Living and Working Conditions

Pretoria is described as the executive and de facto capital of South Africa. Living conditions are generally good with access to housing and basic commodities, but crime can be a concern. The incumbent should review the detailed country information for living conditions and local context.
