A leading construction company based in Kuala Lumpur is seeking a skilled Tender Manager to oversee the entire tendering process. The ideal candidate will have a Bachelor’s degree related to engineering or construction, at least 10 years of experience in pre-contract management, and strong leadership skills. Key responsibilities include coordinating tenders, ensuring compliance with regulations, and supporting the business development team. The role requires excellent negotiation and communication skills to succeed in a fast-paced environment.
The Tender Manager is responsible for the overall review and coordination of the Company's entire tendering process, ensuring compliance with the Company’s quality management system and time-related targets set.
Responsible for offering opinions and advice to support tender and business development teams in his areas of expertise.
Oversee the identification of tenders that are suitable for the company to participate in (including compliance with licensing requirements, scale, nature, industry, risk, degree of complexity, and availability of required resources).
Monitor the market prices of major construction materials (e.g. diesel, ready-mix concrete, reinforcement steel bars, steel coils, quarry products, etc.)
Responsible for review and understanding of the requirements and risks expressly stated or implied in the tender documents, need statement (in the case of tender for D&B contract), bill of quantities, tender drawings, technical specifications, governing regulations/ laws, etc.
Responsible for planning and devising tender strategy in consultation with management, technical/ financial personnel, and external providers.
Responsible for reviewing and checking price analyses, cost estimations, pricing strategy, and technical submittals.
Responsible for guiding and coordinating the tender team in preparing, packaging and submitting the tender in compliance with requirements.
Responsible for supporting the business development team with cost estimates or detailed pricing.
Responsible for other duties and functions stipulated in the QMS documents.
Perform any other duties that may be assigned from time to time by the Management.
