Senior Project Development Engineer
The Senior Project Development Engineer is responsible for providing consultancy services in the development and implementation of thermal power generation projects in Asia, including the Philippines and Malaysia. This role requires detailed knowledge of the development process for power generation projects including technical design, due diligence and owner’s engineering.
The Senior Project Development Engineer will support our clients in the development of power generation projects from studies, concept design and specification through contractor selection, financial close to NTP. The role will take the lead in interactions with the client’s team and will be the Project Manager for the project development services, supported by a Project Director and team of engineers.
The Senior Project Development Engineer must have experience and familiarity with project development activities including:
- Configuration studies including plant sizing and optimization
- Feasibility studies, power plant functional specification development
- Identifying and shortlisting potential bidders for power plant contracts
- Assisting in negotiations with EPC Contractor, general contractors, and OEMs
- Specification, tendering and negotiation of Long Term Services Agreements (LTSAs) and coordination of other services to support project development including power systems studies, environmental impacts assessments, etc.
- Cost of electricity modelling and forming of agreements including Power Purchase Agreements, Gas Supply Agreements, EPC Contracts, General Contractors, LTSAs, O&M Agreements, etc.
Other activities will include:
- Carry out independent design/review/assurance tasks on projects and coordinate with others in the business to deliver services to our clients.
- Support to develop the regional team’s technical capabilities to act as Owner’s Engineer and Lender’s Technical Advisor or Independent Certifier. Lead project teams to facilitate service delivery, including acting as SME as part of project teams.
- Undertake conceptual design and specification for thermal power generation projects and manage and maintain compliance with Jacobs QA procedures, including the deliverables review QA process.
- Undertake tender evaluation process and provide technical recommendation and prepare feasibility studies; establish technical specifications and tender documents.
- Undertake construction-phase site inspections and report on quality and progress; Performance review of operational sites.
- Work collaboratively with other team members to deliver project objectives, and goals and targets of the team, section and performance unit.
- Undertake technical due diligence for development or operational projects.
- Lead business development activities, with a focus on thermal power generation projects in Asia, scope and price-up work from a request for proposal.
- Support other generation projects as required, depending on know-how and experience.
- Maintain and identify strong key client relationships.
- Promote safety culture within the organization and with our clients.

Here's what you'll need
- Bachelor's degree in engineering or a related field is typically required
- Significant work experience in the engineering industry is necessary
- Strong leadership, project management, communication, and technical skills are essential.
- Experience with project management methodologies like earned value is required
- Ability to work independently with minimal supervision.
- A proven track record of managing complex, multi-discipline projects
- Experience with project handover and close-out processes
- Adaptability to manage changing requirements in a dynamic environment
- Proficiency in project planning and execution
