Executive recruitment firm Monroe Consulting Group Malaysia's Industrial & Engineering Division is partnering with a leading aviation company. As part of a major organizational transformation focused on transparency, accountability, and sustainability, the company is seeking an experienced Senior Manager, Human Resources & Training. This position will lead the full HR & Training function and play a critical role in steering the people strategy across a 500+ employee aviation production environment. Reporting directly to the CEO, this role oversees the HR & Training Department and is responsible for strategic HR planning, talent acquisition, industrial relations, organizational development, training governance, and stakeholder management. This position requires a seasoned HR leader capable of navigating a complex operational environment while building a high-performance, compliant, and future‑ready HR ecosystem.

Key Job Description
Human Resources & Training Leadership
  • Lead, manage, and develop the HR & Training Department, including HR Executives, Training Executives, and HR Admin Assistants.
  • Implement and maintain transparent reporting processes, SOPs, and documentation to strengthen accountability and compliance.
  • Structure and optimize HR organization design, internal workflows, and governance processes.
  • Provide departmental reporting to the CEO and support ESG data requirements for the Compliance Officer.
  • Foster a culture of openness, trust, and proactive engagement across the HR function.
Strategic HR Planning, Change Management & Workforce Development
  • Develop and execute HR strategies aligned with corporate objectives and operational demands.
  • Partner with department heads to forecast staffing needs and support workforce planning.
  • Drive organizational development, succession planning, and talent management initiatives.
  • Lead HR change management efforts, including supporting corporate restructuring and transformation program.
Stakeholder Engagement & Industrial Relations Governance
  • Serve as the primary liaison with shareholders, legal counsel, government agencies, auditors, and training providers.
  • Represent the company professionally in industrial relations matters, including domestic inquiries and industrial court preparations.
  • Maintain strong relationships with internal stakeholders, ensuring continuous alignment on HR, compliance, and workforce strategies.
Talent Acquisition, Retention & Employee Engagement
  • Oversee end‑to‑end recruitment processes, including sourcing, selection, onboarding, and relocation.
  • Manage expatriate and foreign labor lifecycle‑immigration, tax, accommodation, renewals, and compliance.
  • Design and execute retention strategies and employee value propositions.
  • Monitor and improve employee engagement, satisfaction drivers, and workforce morale.
Training, Certification Compliance & People Development
  • Identify training needs in partnership with department heads and design cost‑effective training programs.
  • Oversee certification and competency compliance, ensuring workforce capabilities meet aviation standards.
  • Develop career pathways, upskilling programs, and continuous learning initiatives.
  • Drive innovation within training processes to support operational excellence and sustainability.
Employee Relations, Industrial Relations & Policy Management
  • Function as the primary advisor on employee relations, grievance handling, and disciplinary processes.
  • Maintain strong IR governance through SOPs, documentation, and engagement mechanisms.
  • Uphold a fair, positive, and productive work environment aligned with the company's values.
Compensation, Benefits, Payroll & Compliance
  • Oversee payroll operations and outsourced payroll service providers.
  • Manage compensation framework, salary benchmarking, performance reviews, and bonus administration.
  • Ensure full statutory compliance (EPF, SOCSO, EIS, tax, immigration).
  • Support EHS initiatives and HR's role in occupational health and safety governance.
Regulatory Compliance & HR Policy Framework
  • Ensure adherence to Malaysian employment laws, aviation regulatory requirements, and corporate governance policies.
  • Monitor changes in legislation and update HR policies, processes, and guidelines accordingly.
  • Work closely with legal advisors and the Compliance Officer on employment‑related matters.
Other Responsibilities
  • Support CEO and leadership team with HR analysis, planning, and organizational reporting.
  • Ensure quality, accuracy, and timeliness across HR processes including data integrity and documentation.

Job Requirements
Technical & Experience Requirements
  • Bachelor's degree in Human Resources Management or related discipline.
  • Minimum 10 years of HR leadership experience, preferably in a production, engineering, or aviation environment with 500+ employees.
  • Proven experience in managing expatriates and foreign workforce, immigration processes, and regulatory compliance.
  • Strong understanding of Malaysian labor law, tax, occupational safety, and HR governance.
  • Strong command of Microsoft Office and HRIS systems.
  • Excellent organizational, planning, and process management abilities.
  • Ability to design structured SOPs, workflows, and compliance frameworks.
  • Strong leadership presence with the ability to inspire and influence diverse teams.
  • Excellent communication skills in English and Bahasa Melayu.
  • High adaptability, proactive mindset, and strong stakeholder management capabilities.
  • Ability to work in fast‑paced, complex environments with a high degree of professionalism and integrity.
