Senior Executive, Spectrum Coordination and Policy

Malaysian Communication and Multimedia Commission (MCMC) – Sepang, Selangor

Analysing, coordinating, and managing matters related to terrestrial spectrum use at both national and cross-border levels including assessing applications, resolving frequency interference issues, and ensuring harmonised and efficient use of spectrum resources in line with national and international regulations.

Registering and notifying Malaysia's frequency assignments and station identifications with the ITU, maintaining and validating spectrum databases, and preparing reports, dashboards, and technical recommendations to support decision-making and protect national interests.

Contributing to the formulation and review of spectrum policies, frameworks, and coordination procedures to balance commercial and government needs.

Representing Malaysia in international and regional forums such as WRC and APG, liaising and engaging with stakeholders across agencies and neighbouring administrations, and participating in consultations, working groups, and technical discussions to promote effective spectrum management.

Job Responsibilities

Analyse and develop recommendations for coordination and harmonisation of frequency usage with other countries to ensure harmonised and efficient use of spectrum as well as to maintain interference free environment.

Assess applications, coordinate and manage use of spectrum and identify spectrum requirements by the government agencies particularly the Malaysian Armed Forces (MAF) to ensure issues related to spectrum are addressed and national interest is protected.

Assess and coordinate resolution of frequency interference cases with foreign countries, particularly at common border areas to ensure efficient use of spectrum and maintain interference free environment for deployment of radiocommunication systems.

Carry out registration and notification of Malaysian frequency assignments under the terrestrial services to the ITU for record in I-RJ databases to obtain international recognition and protection.

Carry out registration and notification of international station identification numbers for stations under terrestrial services to I-RJ to obtain international recognition and protection.

Maintain frequency registration databases for border coordination meetings and Malaysian Armed Forces and perform regular verification and validation exercises to ensure they are updated and accurate.

Perform regular updates on documents and Dashboards related to terrestrial service and industry and prepare comprehensive reports to aid in decision-making processes.

Assess, review and provide recommendations for requests from external stakeholders including other administrations on spectrum-related matters, particularly related to terrestrial services.

Identify, analyse and execute plans for development of new, and revision of existing policies, frameworks and guidelines relevant to the use of spectrum related to terrestrial services to promote efficient use of spectrum and ensure balance on between commercial and national interests while ensuring industry development and growth.

Identify, assess and recommend necessary improvements in coordination processes between Malaysia and other countries for adoption at Commission level and/or at border coordination platforms to ensure effective and efficient use of resources.

Carry out consultations within MCMC and external stakeholders related to spectrum policy / guideline / framework and develop recommendations on relevant implementation mechanisms to give effects on the approved policy recommendations.

Analyse, evaluate and develop proposals for Malaysia's preparation related to terrestrial agenda items for the World Radiocommunication Conference (WRC) and APT Preparatory Group for WRC (APG), including presentation of input documents at relevant meetings, to protect the national interest.

Liaise with and sustain effective relations with relevant stakeholders to ensure successful consultations, coordination and negotiations and that national interest is protected.

Actively engage and solicit views in working group, forums, seminars, consultations, workshops and other appropriate channels conducted by relevant parties in developing solutions to identified issues related to spectrum management and its policies.

Keep abreast of emerging trends in the terrestrial services and actively engage with the relevant stakeholders to foster and sustain effective relations to ensure successful consultations/coordination/negotiations and national interest is protected.

Carry out other tasks and duties as deemed necessary or instructed by the superiors for the benefit of the organisation and for capacity building in other job scopes.

Qualifications

Has a Bachelor's Degree in Engineering preferably in Electrical/Electronics/Telecommunications or relevant discipline from a reputable university with a minimum CGPA of 3.00.

A post graduate degree in the relevant field would be advantageous.

Work Experience

Has a minimum of 4 years' experience in related field.

Relevant experience in the telecommunications services and technologies, regulatory framework and international experience.
