Job summary

Qualifications

  • Minimum of 7 years of experience as a Quantity Surveyor in telecom, civil or infrastructure projects.
  • Strong understanding of pre- and post-contract processes, tendering, sourcing, and cost control.
  • Experience with telco tower works, site-related costing, fibre, and telco equipment.
  • Familiar with Malaysian construction contracts and industry standards.
  • Proficient in English and Bahasa Malaysia.

Job description

Prepare and manage tenders and Bills of Quantities (BQs) for telco tower construction and upgrade projects, or any other assigned projects.

Develop cost estimates and pricing proposals while ensuring accuracy and alignment with project requirements.

Post-Contract Management

Handle progress claims, variation orders (VO), and final accounts, ensuring timely and accurate submission.

Manage subcontractor claims and monitor overall project costs to ensure budget compliance.

Conduct site measurements to verify work completed against design specifications.

Coordinate with site teams to resolve discrepancies and ensure quality standards are met.

Sourcing & Procurement Support

Identify suitable suppliers and subcontractors for materials, equipment, and services.

Request and evaluate RFQs, compare pricing, technical specifications, and delivery timelines, and negotiate for best value.

Recommend suppliers, assist in preparing procurement packages, and review subcontract agreements and commercial terms.

Cost & Budget Control

Monitor project budgets, track expenditures, and report variances to management.

Prepare cost and commercial reports, providing analysis and recommendations for effective financial control.

Stakeholder Coordination

Coordinate with internal stakeholders, including project teams and finance, to ensure alignment on costs, timelines, and procurement.

Communicate and liaise with external stakeholders, including professional engineers, suppliers, clients, and subcontractors, to maintain smooth project execution.

Documentation & Compliance

Ensure all cost, contract, and sourcing documentation is properly maintained and updated.

Verify compliance with industry standards, contractual obligations, and company policies.

Job Requirements

Bachelor’s Degree or Diploma in Quantity Surveying, Construction Management, or an equivalent field.

Have a minimum of 7 years of experience working as a Quantity Surveyor, preferably in telecom, civil, or infrastructure projects.

Have a strong understanding of pre- and post-contract processes, tendering, sourcing, cost control, and contract administration.

Have experience with telco tower works, site-related costing, fibre, and telco equipment, which is an added advantage.

Be familiar with Malaysian construction contracts and industry standards.

Demonstrate strong analytical, negotiation, and supplier/vendor evaluation skills.

Be proficient in Microsoft Office, with knowledge of QS software considered a plus.

Be able to work independently, manage multiple sites, and support procurement activities.

Have a good command of English and Bahasa Malaysia.
