Job summary

A leading oil and gas company in Kuala Lumpur is seeking a Senior Engineer - Technical Safety for a short-term project. The role involves executing technical safety scope, liaising with various disciplines, and delivering critical safety documentation. Candidates must possess at least 10 years of experience in technical safety within the oil and gas industry, alongside expertise in safety studies and relevant engineering software. Proficiency in English is required along with strong analytical skills. Potential for contract extension may exist.

Qualifications

  • Minimum 10 years’ experience in Technical Safety / Loss Prevention Engineering.
  • Knowledge of safety analysis techniques for greenfield and brownfield projects.
  • Experience in regulatory requirements and international design codes.

Job description
Senior Engineer - Technical Safety (Short Term - 4 months)
  1. Execution of technical safety and assurance engineering scope of works for new installation development and existing installation modification project in a manner that ensures project objectives and goals are met and work completed to support project schedule targets.
  2. Ensure technical safety and assurance requirements are implemented and champion the goal to achieve enhanced technical safety and assurance targets in engineering design, constructability and operations and meet regulatory requirements.
  3. Liaise and work closely with engineering manager and other engineering disciplines on all matters and engineering interfaces related to technical safety and assurance to ensure successful project delivery.
    • To communicate and ensure that all technical safety and assurance requirements are clarified and understood by all engineering disciplines and project management team.
    • To ensure other engineering disciplines inputs are understood and captured in relevant internal technical safety and assurance deliverables, and external third party safety consultants study reports.
  4. Liaise and coordinate with third party safety consultants on scope of works and execution of Formal Safety Assessments (FSAs) and other safety studies including risk assessment workshops / studies and 3D model reviews.
    • To communicate and clarify all project requirements with third party safety consultants during proposal stage.
    • To jointly coordinate the execution of the scope of works post contract award.
  5. Assist project and engineering management, and provide technical safety and assurance inputs into project's project and engineering management deliverables.
    • To clarify and incorporate key technical safety and assurance inputs into engineering management documents not limited to overall Basis of Design (BOD), Project Execution Plan (PEP). Project Quality Plan (PQP), etc.
  6. Preparation and delivery of technical safety and assurance internal deliverables as deemed by the project not limited to philosophies, reports, simulation reports, calculations, equipment specifications and data sheets, schedules and lists, and drawings.
    • To prepare and deliver technical safety and assurance related project philosophies not limited to HSE Philosophy, Active and Passive Fire Protection Philosophy, Blast Protection Philosophy, etc.
    • To prepare and deliver project's HSE Technical Plan.
    • To prepare and deliver preliminary flare thermal radiation and gas dispersion study report (if deemed required by the project) and help to finalize flare, process and atmospheric vent stacks heights and orientations.
    • To prepare and deliver firewater and foam system calculation report and help to finalize firewater, foam concentrate and jockey pumps rated capacities.
    • To prepare and deliver Hazardous Area Classification (HAC) Schedule, and firewater and foam system line list.
    • To prepare and deliver HAC layout drawings.
    • To prepare and deliver project's Safety Plan layout drawings which indicate locations of safety equipment and life saving appliances, escape routes, safety signs, evacuation facilities and other technical safety and assurance related information.
    • To prepare and deliver Fire Control Plan layout drawings which shall indicate the coverage areas of fixed active fire protection (firewater, foam and gaseous) systems, coverage areas of passive fire protections (including fire rated decks and bulkheads), locations of fixed fire and gas detectors, locations of loose firefighting equipment (portable and wheeled fire extinguishers), locations of emergency pushbuttons, locations of air intakes and exhausts, locations alarms sounders and beacon lights, etc.
  7. Perform preliminary thermal radiation and gas dispersion simulations as early inputs to accommodate other engineering disciplines.
    • To perform preliminary flare thermal radiation and flare flameout gas dispersion simulations to determine minimum height and orientation of flare, process and atmospheric vent stacks.
    • To communicate the simulations findings to other engineering disciplines for verification and implementation.
  8. Perform Interdisciplinary - Check (IDC) and provide technical safety and assurance related inputs to other engineering disciplines deliverables.
    • To review other engineering disciplines deliverables and provide inputs to ensure technical safety and assurance requirements are incorporated and implemented into the design.
  9. Review and verify deliverables issue by appointed third party safety consultants not limited to FSAs and safety studies reports, Technical Notes (TN), etc.
    • To review third party safety consultants' deliverables and provide comment (if any) to ensure FSAs and safety studies are executed and incorporate all project requirements.
  10. Coordinate and participate in project risk assessment workshop / studies, and 3D model reviews including human factor engineering.
    • To jointly coordinate with appointed third party safety consultants, and participate and provide inputs in workshop based risk assessment sessions not limited to Hazard Identification (HAZID), Environmental Impact Identification (ENVID), Hazard and Operability (HAZOP), Safety Integrity Level (SIL) Assessment and Human Factor Engineering (HFE) study.
  11. Action Tracking Register (ATR) update and action items closeout follow-up.
    • To develop ATR and ensure all workshop based risk assessments, FSAs and safety studies action items / findings and recommendations are properly recorded.
    • To followup on action items / findings and recommendations closeout.
    • To ensure individual action item / finding or recommendation is acceptably resolved and all supporting details not limited to calculations, redline markups, TQs, TCs, etc. are properly documented for ease of tracking.
  12. Participate in project risk management activities and monthly risk register reviews and updates.
  13. Provide inputs and / or prepare project progress reports, and management and client presentations as required by engineering and / or line manager.
  14. Preparation and delivery of Invitation to Tender (ITT) or Invitation to Bid (ITB) key deliverables for conceptual / PreFront End Engineering Design (FEED), FEED, detailed design, and Engineering, Procurement, Construction, Installation and Commissioning (EPCIC) development project as requested by the management.
    • To identify deliverables required for new project ITT or ITB submission.
    • If deemed required, to liaise with engineering management, other engineering disciplines and / or third party safety consultants for deliverables inputs.
    • To prepare and deliver ITT and ITB deliverables.
    • To liaise with third party safety consultants and equipment vendors on services and equipment costs for more accurate cost estimate.
    • To assist project cost controller and provide technical safety and assurance related commercial inputs.
  15. Respond and provide supports to Technical Queries (TQ), Technical Clarifications (TC) and / or MOC from clients, operation teams, contractors and vendors including review of design nonconformance and deviation requests.
    • To attend and provide technical response and clarifications to raise TC, TQ and / or operation MOC.
    • To define and prepare operations MOC scope of works.
    • To liaise with other relevant engineering disciplines, third party safety consultants or equipment vendors in providing responses or resolution actions to respective TC, TQ and /or MOC.
    • To estimate technical safety and assurance manhours and provide commercial inputs to operations team.
Job Requirements
  • Bachelor or Master of Science degree in an engineering related discipline.
  • Minimum 10 years’ experience of Technical Safety / Loss Prevention Engineer or related Engineering disciplines in oil and gas industry with comprehensive knowledge in loss prevention.
  • Design, safety studies, and safety analysis techniques for new development (greenfield) project and modification of existing facility (brownfield) / Management of Change (MOC).
  • Strong analytical skill and good knowledge of regulatory requirements, classification society rules and guidelines, and international design codes and standards.
  • Proficient in using MS Office (Words, Excel and PowerPoint) and knowledgeable in operating engineering software such as SLB Flaresim, DNV PHAST and Sunrise PIPENET.
  • Good command of spoken and written English, and experience in high H2S and high CO2 facility design are added advantage.
