The role oversees the strategic planning, execution, and management of all road maintenance operations. The candidate will be responsible for ensuring projects are completed on time, within budget, and according to technical and regulatory standards. This includes managing teams, coordinating with stakeholders, and driving performance excellence in road infrastructure upkeep.
Job Responsibilities
- Lead and manage all road maintenance operations across assigned regions or projects.
- Develop and implement maintenance strategies, plans, and work programs in line with government and industry standards.
- Ensure timely execution of maintenance schedules, emergency repairs, and preventive works.
- Manage project budgets, resource allocation, procurement, and cost control.
- Supervise and coordinate multidisciplinary teams (engineers, supervisors, technicians).
- Review and approve method statements, work programs, and technical submissions.
- Liaise with government agencies (e.g., JKR/JPS, local councils) and clients to ensure compliance and satisfaction.
- Monitor project KPIs, safety standards, quality assurance, and risk mitigation plans.
- Prepare progress reports, technical documentation, and board‑level updates.
- Drive continuous improvement initiatives, including training, process optimisation, and digital transformation (e.g., maintenance systems, GIS, asset management).
- Ad hoc tasks as assigned.
Job Requirements
- Bachelor’s Degree in Civil Engineering, Construction Management, or related field (Master’s preferred for Head role).
- Registered with Board of Engineers Malaysia (BEM) – an advantage.
- Minimum 8–10 years of relevant experience, with at least 3–5 years in a senior management or project leadership role.
- Strong knowledge of road maintenance standards (e.g., Arahan Teknik JKR/JPS, ISO, CIDB guidelines).
- Proven ability to manage large‑scale operations, teams, and budgets.
- Excellent leadership, negotiation, and communication skills.
- Proficient in MS Project, AutoCAD, Primavera, and relevant maintenance/project management tools.
- Strong understanding of EHS compliance, contract management, and government procurement procedures.
