JOB SUMMARY
Lead the strategic planning, management and execution control of branch development projects, operational process digitalisation and service enhancement initiatives to ensure consistent corporate image, operational effectiveness and efficient delivery of KWSP services across all branches.
JOB RESPONSIBILITIES
1.Strategic Planning & Branch Development
- Plan, coordinate and control the execution of branch development, relocation and refurbishment projects in alignment with KWSP’s corporate strategy.
- Assess the suitability of locations, design concepts and space capacity based on customer and operational profiles.
- Prepare branch development masterplans, implementation schedules, risk analyses and mitigation plans.
2. Branch Design, Standardisation & Profiling
- Oversee the preparation of branch layout plans and interior designs together with architects and interior designers.
- Ensure designs comply with KWSP standards, including safety, OKU accessibility, ergonomics and corporate image.
- Update and standardise branch profiling (physical data, customer data, workforce, facilities) as the foundation for strategic planning of new branches.
3. Project Implementation, Monitoring & Budget Control
- Monitor physical works, office facility installations and operational relocation to ensure compliance with schedule, cost and quality.
- Evaluate and validate Variation Orders (VOs) and manage project budgets to ensure prudent resource utilisation and positive operational impact.
- Prepare periodic progress and financial reports for management.
4. Digitalisation Projects & Enforcement Process Enhancement
- Plan and oversee digitalisation projects for enforcement processes, including system development and workflow enhancement.
- Assess user requirements, review technical documents (UR/FSD) and monitor system development, testing and implementation.
- Conduct post project evaluations to measure the impact of digitalisation on operations and productivity.
5. Self Service Terminal (SST), QMS & EDC Project Management
- Lead the implementation and control of SST projects, including procurement strategy, installation and branch level testing.
- Oversee improvements to the Queue Management System (QMS) and Electronic Data Capture (EDC) Terminals to ensure system suitability, user efficiency and budget control.
- Ensure operating documents, user manuals and guidelines are kept up to date and adhered to by all stakeholders.
6. Network Infrastructure & Operational Support Projects
- Manage organisational communication and internet infrastructure, including communication allowances, vendor negotiations and broadband pilot testing.
- Coordinate operational support projects such as procurement of frontline uniforms, ensuring compliance with quality, design and delivery timelines.
- Monitor vendor performance and report on budget status and continuous improvement initiatives.
7. Special Projects & Branch Operations Innovation
- Oversee special projects such as refurbishing Mobile KWSP trucks in Sabah & Sarawak and developing the Fleet Management System (FMS) to support outreach activities.
- Assess technical designs, vendor implementation and system performance to ensure effective field operations.
- Prepare progress, risk and performance reports for senior management to support strategic decision making.
8. Governance, Communication & Continuous Improvement Evaluation
- Coordinate cross department communication and collaboration—including Technical, Operations, COE and external vendors.
- Conduct regular project meetings and prepare progress reports, final reports, as built drawings and asset manuals.
- Perform post project evaluations and propose improvements to design, processes and systems for future enhancements.
JOB REQUIREMENTS
- Malaysian citizen
- Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level
- Possess a Bachelor’s Degree in Civil/Electrical/Mechanical Engineering, Architecture, Project Management, Information Technology, or a related field.
a) Project Management Professional (PMP) or PRINCE2 Certified
b) Certified Facility Manager (CFM)
- At least 10 years of relevant working experience in physical development project management, operational system digitalisation and large‑scale facilities strategic planning.

- Procurement management and project budgeting within public sector or corporate environments.

- Monitoring multi-location project execution and preparing progress reports for senior management.
