The IT Manager is responsible for leading the Knowledge Management Centre, overseeing the strategic planning, implementation, and maintenance of ICT infrastructure, applications, and digital transformation initiatives across UKMSC. This role ensures alignment with hospital goals through Enterprise Architecture (EA), supports compliance with regulatory frameworks, and manages cybersecurity, data governance, and IT service management. The IT Manager supervises the IT team and vendors to deliver efficient, secure, and user‑centric ICT services.
1. Strategic IT Governance & Planning
- Lead the implementation of Enterprise Architecture (e.g., TOGAF) aligned with UKMSC’s strategic goals.
- Develop IT strategy, governance framework, SOPs, and performance dashboards.
- Engage with top management to ensure alignment of IT initiatives with organizational goals, compliance with architecture frameworks, and strategic decision‑making.
- Prepare, manage, and optimize IT budgets and digital transformation investments.
- Oversee management of IT infrastructure including servers, networks, storage, and cloud services.
- Lead cloud migration initiatives and adoption of scalable and sustainable IT solutions.
- Monitor infrastructure performance and ensure system uptime and availability.
3. Application & System Administration
- Supervise system administration of HIS/EMR (14 modules), FMS (7 modules), and other hospital applications.
- Coordinate application monitoring, upgrades, integrations, and troubleshooting.
- Ensure 1st and 2nd level support services for all application systems and infrastructure.
4. Data Governance & Cybersecurity
- Implement data governance frameworks and ensure data integrity, privacy, and compliance (e.g., PDPA, ISO 27001).
- Enforce cybersecurity policies and lead vulnerability assessments and penetration testing.
- Manage system backups, disaster recovery planning, and IT risk mitigation.
- Manage a team comprising IT Executives (Applications & Infrastructure), Technicians, and App Support staff.
- Provide guidance, mentorship, and performance evaluation for IT personnel.
- Lead key IT and digital transformation projects including AI, IoT, and smart hospital initiatives.
- Evaluate and manage IT vendors and service providers, ensuring SLA adherence and performance.
- Oversee procurement of IT assets, contract negotiations, and outsourcing arrangements.
- Monitor and optimize cost‑effective IT investments through subscription or phased deployment.
7. Knowledge & Change Management
- Establish and maintain IT documentation, knowledge bases, SOPs, and service catalogs.
- Conduct user training on IT systems, data management, and new technologies.
- Promote a culture of continuous improvement and knowledge sharing across departments.
JOB REQUIREMENTS
- Bachelor's Degree in Information Technology, Computer Science, Biomedical Engineering, or equivalent.
- Minimum 7 years of IT experience.
- Strong background in hospital IT systems (e.g., HIS/EMR, FMS), cloud infrastructure, and cybersecurity.
- Knowledge of enterprise frameworks (TOGAF), ITIL, and compliance standards (ISO 27001, PDPA).
- Excellent communication, leadership, analytical, and problem‑solving skills.
- Relevant IT certifications (e.g., ITIL, PMP, TOGAF, CISSP) are an advantage.
