ROLE SUMMARY
The Network Engineering Manager translates business needs into technical solutions that meet CIGNA’s needs and demonstrate leadership in the adoption of advanced network solutions. The prime focus is on strategic and tactical planning, including the development of migration strategy and plans toward the target architecture environment.
MAJOR DUTIES & RESPONSIBILITIES
- Provide oversight of a team of engineers responsible for the engineering of the Data Network Infrastructure Platform, prioritization of efforts, resource management, and management briefings, while ensuring that projects are progressing on‑time and on‑budget.
- Ensure that each member of the staff has a career development and training plan.
- Mentor and coach staff by identifying individual strengths and areas for development and implementing plans to ensure their continual growth.
- Design IP networks, access networks, IP routing plans and complex network solutions.
- Develop and communicate engineering standards and procedures that relate to CIGNA’s networking infrastructure, ensuring all standards are in accordance with Service Level Agreements.
- Identify opportunities with evolving network technologies and assess the financial and business impact to CIGNA.
- Identify business needs not met by CIGNA’s current network architectures and develop network infrastructure strategies and architectures to meet evolving requirements.
- Provide guidance, support, and training to the Network Services team on data network technology, technical architecture, and standards.
- Provide technical management for key projects and deliverables for Network Infrastructure.
- Contribute to management practices, standards, guidelines, and processes.
- Prepare technology position documentation related to business needs.
- Champion major R&D technology pilots.

The scope of CIGNA Network Services includes Network Engineering Strategy, Data and Voice Services, Network Operations and Support, Contact Center Services, and Business Services.

HIGHLY DESIRED SKILLS
- Bachelor’s Degree or higher strongly preferred in Computer Science or a related discipline and/or a combination of work experience and education.
- Layer‑2 network design and protocols.
- Security protocols and implementations including IPSec, NAT, ACLs.
- Content delivery/application availability using load balancers.
- Routing protocols including OSPF, ISIS, BGP, Multicast, RSVP/LDP, MPLS in a Service Provider environment.
- Pioneering spirit in developing and deploying cost‑effective network infrastructure solutions that provide a competitive edge.
- Strong ability to manage and direct others in a matrix organization to achieve results under time pressure.
- Maintain ongoing relationships with vendors and standards bodies to stay abreast of new developments.
- Maintain contacts with management, peers, and internal clients.
- Technical management of major projects across multiple technology disciplines and organizations; deep understanding of business, management, regulatory, and technical issues.
- Creation of new or innovative ideas to help achieve the objectives of the Information Technology Organization.
- Communicate and gain support for CIGNA’s network architectures, strategies, and migration plans to all members of Network Infrastructure and key members of the Information Technology Organization and CIGNA’s Business Units.
DESIRED SKILLS
- CCNP (Cisco Certified Network Professional)
- CCIE (Cisco Certified Internetworking Expert)
- ITIL Certification is an asset.
- CISSP certification.
