Job summary

A leading manufacturer of switchgear products is seeking an experienced Human Resources Manager to oversee HR operations in a unionised manufacturing setting. This role focuses on governance over Industrial Relations and Employee Relations while ensuring compliance with Malaysian labour laws. Ideal candidates will have 8–10 years of HR experience and strong leadership, negotiation, and problem-solving skills. The position also requires sound knowledge of HRIS and payroll systems.

Qualifications

Human Resources Manager (Unionised Manufacturing)

We are seeking an experienced Human Resources Manager to manage the full spectrum of HR functions in a unionised manufacturing environment. This role is responsible for HR operations governance, Industrial & Employee Relations (IR/ER), compensation & benefits oversight, foreign worker management, and statutory compliance, in accordance with Malaysian labour laws, collective agreements, and company policies.

The successful candidate will act as a trusted advisor to Management, ensuring compliance, workforce stability, and effective people management practices.

Key Responsibilities
HR Operations & Governance

Oversee daily HR operations, including recruitment, onboarding, leave administration, employee benefits, and HR records management.

Review and govern HR administrative outputs such as payroll summaries, statutory submissions, and HR reports (oversight role).

Ensure data accuracy, internal controls, and compliance with company policies.

Oversee payroll governance including salaries, allowances, overtime, incentives, and benefits administration.

Review and maintain salary structures, job grading, and benefits framework to ensure internal equity and market competitiveness.

Support annual salary review, bonus exercise, and insurance/benefits renewal.

Ensure accurate statutory contributions (EPF, SOCSO, EIS, HRDF, PCB).

Industrial & Employee Relations (IR/ER)

Lead all IR/ER matters including union liaison, disciplinary actions, grievances, domestic inquiries, investigations, and terminations.

Manage collective agreement interpretation and support negotiations and dispute resolution.

Ensure fair and consistent application of company policies and disciplinary procedures.

Advise Management on IR/ER risks and labour law implications.

Manage foreign worker employment matters including work permits, renewals, cancellations, FOMEMA, insurance, welfare, and discipline.

Liaise with Immigration, Labour Department, and relevant authorities to ensure full compliance.

Compliance & Advisory

Liaise with government authorities (Labour Department, EPF, SOCSO, EIS, HRDF, LHDN, Immigration).

Review, enhance, and implement HR policies, SOPs, and employee handbook.

Support internal and external audits, inspections, and management reviews.

Requirements

Bachelor’s Degree in Human Resources, Business Administration, or related field.

Minimum 8–10 years of HR experience, preferably in a unionised manufacturing environment.

Strong hands-on experience in Industrial Relations (IR) and Employee Relations (ER).

Sound knowledge of Malaysian labour laws, statutory requirements, and collective agreements.

Experience with HRIS and payroll systems (e.g., SAP, BOSS, ATCOM, or equivalent).

Knowledge in Worksy payroll system is an added advantage.

Good command of English and Bahasa Malaysia.

Strong leadership, negotiation, problem-solving, and stakeholder management skills.

High integrity and ability to handle confidential matters professionally.
