Role Description

This is a full-time, on-site role based in WP, Kuala Lumpur, for a Human Resources Manager / Human Resources Executive. The role is responsible for ensuring smooth HR operations across HQ and site environments. You will manage payroll and statutory compliance, employee lifecycle processes, HR policy implementation, employee relations, and expat visa administration. You will also work closely with management and operations teams to ensure people processes support performance, safety, and business growth—while remaining fully compliant with Malaysian labour and regulatory requirements.

Key Responsibilities
  1. HR Operations (End-to-End)
    • Manage the full employee lifecycle: onboarding, confirmation, transfers, performance tracking support, and offboarding.
    • Maintain accurate employee records, HR documentation, and HR reporting (headcount, leave, attendance, disciplinary records).
    • Coordinate leave management, medical claims, attendance tracking, and site-office HR administration where applicable.
    • Ensure HR processes are followed consistently across departments and sites.
  2. Payroll & Statutory Compliance
    • Execute monthly payroll processing accurately and on time, including allowances, overtime (where applicable), deductions, claims, and adjustments.
    • Ensure statutory submissions are accurate and timely: EPF, SOCSO, EIS, PCB/MTD, and any other required contributions.
    • Manage payroll-related audits, reconciliations, and payroll documentation for management review.
    • Improve payroll processes and controls suitable for construction and site-office environments (shift patterns, claims, travel, site allowances).
  3. HR Policies, SOPs & Governance
    • Implement and maintain HR policies, employee handbook, disciplinary procedures, and HR SOPs aligned with Malaysian labour law.
    • Handle HR compliance documentation, including employment letters, contracts, warnings, show-cause letters, and resignation acceptance.
    • Ensure consistent application of policies with fairness, confidentiality, and proper documentation.
  4. Employee Relations & Performance Support
    • Act as the first point of contact for employee relations matters (grievances, workplace issues, attendance and conduct concerns).
    • Support performance management administration: KPI cycles, probation reviews, and documentation tracking.
    • Advise managers on HR best practices, issue handling, and appropriate corrective action steps.
    • Promote a professional workplace culture that supports engagement, accountability, and productivity.
  5. Expat Management & Visa Administration (DP / Work Pass Support)
    • Manage end-to-end expat documentation and applications, including DP and related visa processes, renewals, and cancellations.
    • Liaise and coordinate with relevant authorities/portals such as ESD / MyExpats, and support requirements linked to CIDB where needed.
    • Maintain visa trackers, ensure documentation completeness, and ensure timelines are met without last-minute risk.
  6. Onboarding Support
    • Coordinate with external vendor for administration: interview scheduling, offer letters, pre-employment documentation, and onboarding packs.
    • Ensure new hires are set up properly (HR system, payroll setup, statutory registration, policy briefing, and induction).
  7. HR Systems & Continuous Improvement
    • Maintain and improve HRIS / payroll tools and ensure data accuracy.
    • Create basic HR dashboards and monthly HR reports for management (attendance trends, turnover, manpower updates, pending compliance items).
    • Identify process gaps and implement practical improvements to reduce errors, improve speed, and strengthen compliance.
Qualifications & Requirements
  • Proven experience in HR operations and payroll, ideally in construction, contracting, engineering, or site-based environments.
  • Strong working knowledge of Malaysian labour practices and statutory requirements (EPF/SOCSO/EIS/PCB).
  • Hands-on experience with payroll software/HR systems; able to manage structured payroll cycles with minimal supervision.
  • Experience handling expat visa documentation and portals (e.g., ESD/MyExpats) and dealing with authorities is a strong advantage.
  • Solid understanding of HR policy implementation, documentation discipline, and employee relations case handling.
  • Strong communication skills, high confidentiality standards, and excellent attention to detail.
  • Able to work independently, prioritise tasks, and collaborate with both HQ and operational/site teams.
  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline preferred.
