JOBRESPONSIBILITIES:

HSE Compliance & Monitoring

  • Ensure company operations comply with OSHA, FMA, Environmental Quality Act,client safety requirements and other statutory regulations.
  • Conduct regular site inspections, risk assessments and audits to identify hazards andrecommend corrective actions.
  • Monitor implementation of Safe Work Procedures (SWP), Job Safety Analyses (JSA)and Permit to Work (PTW) compliance.
Safety Documentation & Reporting
  • Prepare and maintain HSE documents including incident reports, daily/weekly sitesafety reports, PTW records, toolbox minutes and risk assessment files.
  • Maintain proper documentation for DOSH, DOE, BOMBA and client audits.
  • Track and report HSE KPIs.
  • Lead investigations for incidents, near misses and unsafe conditions.
  • Recommend corrective and preventive actions (CAPA) and ensure follow-up closure.
  • Escalate high-risk issues or non-compliances to management for immediate action.
  • Conduct HSE inductions, toolbox briefings and safety campaigns for employees andcontractors.
  • Organize HSE training programs such as First Aid, Fire Safety, Confined Space,Working at Height, etc.
  • Promote safety awareness and positive safety culture at all sites.
  • Identify potential hazards, evaluate risk levels and implement control measures.
  • Review MSDS, equipment checklists, PPE requirements and emergency equipmentreadiness.
  • Manage PPE, permits-to-work and contractor HSE onboarding
  • Assist in planning and conducting emergency drills (fire, chemical spill, evacuation,etc.).
  • Ensure emergency response team readiness and equipment availability.
  • Support crisis management procedures and emergency communications.
  • Liaise with clients’ HSE representatives, consultants, contractors and regulatorybodies.
  • Coordinate with Operations team to ensure HSE requirements are met duringmobilization and job execution.
  • Support compliance for client audits, site visits and regulatory inspections.
JOB REQUIREMENTS:
  • Diploma/Degree in OSH, Environmental Science, Engineering, or related field.
  • DOSH-certified Site Safety Supervisor (SSS).
  • Additional HSE certifications (SHO, NIOSH, NEBOSH/IOSH, OSH Coordinator) are an advantage.
  • Minimum 5 years HSE experience in construction, engineering, facility management, or project/plant sites.
  • Experience in site audits, incident investigations, and HSE compliance.
  • Strong communication, leadership, and problem-solving skills.
  • Knowledge of OSHA, FMA, EQA, and Malaysian HSE regulations.
  • Skilled in HIRARC, PTW, incident investigation, and reporting.
  • Able to conduct safety trainings/briefings and maintain accurate documentation.
