The Head of Marketing & Communications will lead a small, high-impact Marcom function to position PSDC as the region’s leading industry-driven talent development ecosystem. This role is both strategic and hands‑on, responsible for developing brand strategy while executing daily marketing, communications, and programme publicity activities across industry, government, learners, and partners.

This leader will shape the Centre’s narrative as a trusted industry partner, skills training provider, and an academic institution serving its member companies as well as the overall ecosystem.

Key Responsibilities
1. Strategy & Brand Positioning

Develop and execute an integrated Marcom strategy aligned with organisational goals, growth priorities, and industry engagement outcomes.

Strengthen the Centre’s brand positioning as the talent partner of choice for industry and a trusted pathway for learners and jobseekers.

Develop clear value propositions for different segments: industry members, workforce learners, unemployed jobseekers, students, government, and partners.

Design and execute marketing campaigns to drive enrolment for workforce upskilling, reskilling, certification programmes, and academic pathways.

Support business development and programme teams with targeted promotional materials, digital campaigns, and engagement content.

Track campaign effectiveness, pipeline contribution, and programme uptake.

2. Communications & Public Relations

Lead external communications including media relations, press releases, thought leadership articles, speeches, and announcements.

Position senior leaders and subject‑matter experts as industry voices in skills, talent development, advanced manufacturing, and technology.

Manage internal communications to staff and stakeholders to strengthen organisational alignment and culture.

3. Content, Digital & Brand Management

Own brand guidelines and ensure consistency across all platforms: website, social media, presentations, events, reports, signage, and collateral.

Lead development of high‑quality content including success stories, case studies, programme brochures, videos, social posts, newsletters, and annual reports.

Manage digital presence including website, social media platforms, CRM/email campaigns, and marketing automation tools.

4. Events, Partnerships & Ecosystem Engagement

Lead marketing and communications for flagship events, industry forums, graduations, launches, and ecosystem initiatives.

Support partnership engagement with member companies, government agencies, and international collaborators.

Develop employer branding materials for industry members where relevant to joint talent initiatives.

5. Team Building & Operations

Build and manage a small, agile Marcom team and external vendors (agencies, designers, videographers, media).

Establish marketing processes, campaign calendars, content workflows, budgets, and performance dashboards.

Ensure fast, high‑quality delivery of daily publicity, programme promotions, and organisational communications.

Annual integrated Marcom strategy and campaign roadmap

Brand positioning framework and messaging architecture

Programme marketing playbooks and lead‑generation campaigns

Media coverage and thought leadership placements

Website and digital performance growth

Event marketing outcomes and stakeholder engagement impact

Required Qualifications & Experience

Bachelor’s degree in Marketing, Communications, Business, or related field (Master’s preferred).

More than 8 years of experience in marketing and communications, including at least 3–5 years in a leadership or manager role.

Proven experience developing and executing marketing strategies, preferably in education, training, industry associations, manufacturing, technology, or professional services.

Strong background in brand strategy, digital marketing, communications, content, and campaign management.

Experience building or scaling small teams and managing agencies/vendors.

Strategic thinker, hands‑on executor — equally comfortable with board‑level strategy and day‑to‑day execution.

Strong storytelling and messaging skills, especially translating complex technical or skills‑related offerings into compelling value propositions.

High stakeholder engagement capability with industry leaders, government partners, academic leaders, and internal teams.

Commercial mindset with ability to support enrolment growth, programme uptake, and partnership outcomes.

Strong project management, prioritisation, and execution discipline.

Comfortable operating in fast‑moving, multi‑stakeholder environments.
