Qualifications

REPORTING TO : Executive Director / Group COO, Citaglobal Berhad

LOCATION : Kuching, Sarawak

Job Purpose

The General Manager is responsible for leading the day-to-day operations of Citaglobal (Sarawak) Sdn. Bhd., a joint venture between Citaglobal Berhad and IBZ Corporation Sdn. Bhd. This role serves as the primary operational leader on the ground, ensuring the company is positioned to capture project opportunities in Sarawak while maintaining alignment with Group standards, governance requirements, and the strategic objectives of both shareholders.

Key Responsibilities

Operations & Business Development

  • Lead all operational activities of the Sarawak office, ensuring smooth day-to-day functioning
  • Identify, evaluate and pursue tender opportunities aligned with the company's registered business activities (construction, energy, digital infrastructure)
  • Build and maintain relationships with state government agencies, GLCs, and key stakeholders in Sarawak
  • Coordinate with Citaglobal's business units (Construction, Energy, Digital) on project origination and execution
  • Prepare and submit tender documents, ensuring compliance with technical and commercial requirements

Governance & Reporting

  • Ensure compliance with the Joint Venture Agreement, including reserved matters requiring shareholder or Board approval
  • Prepare monthly operational and financial reports for submission to Group
  • Liaise with the Board of Directors (including Citaglobal's Corporate Representative) on strategic matters
  • Maintain proper documentation and records in accordance with Group policies

Financial Management

  • Manage the approved operating budget and ensure expenditure is within approved limits
  • Work with Finance (Group and local)on cash flow management, payments and banking operations
  • Review and approve operational expenditures within delegated authority

Team Leadership

  • Supervise and develop the local team (Finance &Admin Executive, Accounts Clerk, Office Assistant)
  • Foster a professional, performance-driven culture aligned with Citaglobal's values
  • Coordinate with Group HR on recruitment, performance management, and staff matters

Licensing & Compliance

  • Ensure all necessary licences and registrations (e.g., CIDB, UPKJ, LHDN Sarawak trading licence) are maintained
  • Oversee compliance with local regulatory requirements
Job Specifications
Qualifications & Experience
  • Degree in Business Administration, Engineering, Construction Management, or related field
  • Minimum 10 years of experience in operations, project management, or business development
  • At least 5 years in a managerial or leadership role
  • Experience working in Sarawak or East Malaysia is strongly preferred
  • Familiarity with government tender processes, CIDB registration, and construction/infrastructure projects
  • Track record of stakeholder engagement with government agencies and corporate clients
