Job Responsibilities
1. Regulatory Compliance (Malaysia)
- Ensure full compliance with Malaysian laws including:
- Occupational Safety and Health Act (OSHA) 1994
- Factories and Machinery Act (FMA) 1967
- Environmental Quality Act (EQA) 1974
- DOSH (Department of Occupational Safety and Health) guidelines and requirements
- Liaise with DOSH, DOE (Department of Environment), Bomba, and local authorities during inspections and audits.
- Prepare and submit statutory reports such as JKKP6, JKKP8, and environmental reporting (e.g., scheduled waste).
2. Workplace Safety & Health Management
- Conduct hazard identification, risk assessment, and risk control (HIRARC).
- Develop and maintain Safety and Health policies, SOPs, and safe work procedures.
- Implement and monitor programs such as PPE compliance, LOTO, chemical safety, machinery safety, ergonomics, and emergency response.
3. Training & Awareness
- Conduct safety inductions and regular ESH training for employees, contractors, and visitors.
- Organize safety campaigns, toolbox meetings, and annual safety & health committee meetings as required by OSHA 1994.
4. Incident & Accident Management
- Investigate accidents, near-misses, and unsafe acts.
- Prepare incident reports, root cause analysis, and corrective & preventive actions (CAPA).
- Ensure timely reporting to DOSH if the incident is legally notifiable.
5. Environmental Management
- Ensure compliance with DOE requirements on scheduled waste (SW), air emissions and wastewater.
- Maintain environmental monitoring programs and documentation.
- Oversee waste management, chemical handling, and spill control.
6. Emergency Preparedness
- Develop and update emergency response plans (ERP) for fire, chemical spill, medical emergencies, etc.
- Coordinate emergency drills with Bomba, DOSH, or local authorities.
7. Documentation & Recordkeeping
- Maintain ESH records including training logs, inspection forms, risk assessments, and statutory documentation.
- Prepare for internal and external audits (DOSH, DOE, ISO 45001, ISO 14001).
Qualifications
- Diploma or Degree in Occupational Safety & Health, Environmental Science, Engineering, or related fields.
- Registered with DOSH as Safety & Health Officer (SHO) — holding Green Book (highly preferred) OR EHS practitioner with relevant certifications.
- Competency Person for CePSWaM - Certified Environmental Professional in Scheduled Waste Management.
- Knowledge of OSHA 1994, FMA 1967, EQA 1974, CIDB safety guidelines, and other Malaysian regulatory frameworks.
- At least 2–5 years of experience in ESH roles, preferably in manufacturing, construction, logistics, or industrial sectors.
- Strong documentation, incident investigation, and training skills.
- ISO 45001 and ISO 14001 knowledge is an advantage.
