JOB SUMMARY
Responsible for designing and implementing impactful engagement and networking strategies with external stakeholders to strengthen awareness and promotion of KWSP products. This role focuses on fostering effective communication and building strategic partnerships with organizations and employers to ensure the success of engagement programs and the achievement of targeted outcomes.
JOB RESPONSIBILITIES
1. Strategy Engagement & Networking
- To translate strategic direction and corporate priorities into an annual Partnership Roadmap and prioritized MoU portfolio.
- To identify, evaluate, and recommend new strategic collaboration opportunities aligned with departmental and organizational objectives.
- Preparing comprehensive proposals and conducting business case assessments covering strategic value, risk analysis, cost-benefit considerations, and partnership suitability.
2. Development and Negotiation of Memorandum of Understanding (MoU)
- Prepare draft Memorandum of Understanding (MoU) or Cooperation Agreements that clearly define the purpose, scope, and responsibilities of all parties involved.
- Review and ensure the content of the agreements complies with legal requirements, internal KWSP policies, and procedures to mitigate legal and operational risks.
- Conduct negotiations with strategic partners to achieve balanced, fair, and mutually beneficial agreements.
- Ensure all documents are complete and securely stored after the MoU is executed.
- Maintain all agreement documents in an organized manner in accordance with KWSP governance and record-keeping requirements.
3. Risk Management & Compliance
- Conduct risk assessments on potential MoU prospects and develop appropriate mitigation plans.
- Ensure compliance with internal policies, audit standards, and relevant regulatory requirements.
- Manage document control and maintain evidence records to support audit and governance processes.
4. Impact Measurement & Closure
- Evaluate the impact of partnerships (strategic, financial, social) using established KPI/OKR frameworks.
- Plan agreement closure or renewal, including lessons learned reviews and recommendations for improvement.
- Prepare and deliver final impact reports and communicate outcomes to relevant stakeholders.
5. Communication & Stakeholder Management
- Serve as the official communication focal point with strategic partners, including managing joint media releases with CAD approval.
- Manage meeting minutes, correspondence, and partnership calendar to ensure timely and accurate documentation.
JOB REQUIREMENTS
- Malaysian citizen
- Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level
- Possess a Bachelor’s degree in Business Administration, Marketing, Public Relations, Management, Corporate Communication or a related field from local or overseas higher learning institutions recognised by the Malaysian government
- At least six (6) years in the followings:
- a) Proven experience in planning and executing engagement strategies and strategic collaborations at the national or corporate level.
- b) Strong background in developing strategic relationships and managing stakeholders across government agencies, industry players, and external organizations.
- c) Demonstrated ability in managing high-impact campaigns and promotional programs that strengthen corporate image and reputation.
- d) Expertise in corporate governance, including drafting MoU/LoU/SOP and managing budgets in compliance with organizational financial standards. Proficiency in financial analytics, data analytics, and business development to support strategic decision-making and performance optimisation.
- Experience in the social security/ protection organization/ institution is a plus
- Strong analytical and critical thinking skills
- Excellent leadership and communication skills.
