Job description
CONSULTANT EMERGENCY PHYSICIAN, ACCIDENT & EMERGENCY

To undertake and participate in the development of all duties and functions pertinent to the area of professional competence of a Consultant Emergency Physician as set out in the Emergency Care Physician Core Privileges and Credentials Procedures (Specialty Subcommittee of Emergency Medicine, National Specialist Register Malaysia) and in line with policies as specified by KPJ Group.

2. Clinical Care

Clinical management and direction of the A&E Department

Responsible for the assessment and immediate care of all emergency patients attending the A&E Department and areas linked to the A&E Department. This may be delivered personally or through supervision of other clinical staff.

Responsible for the on-going care of all patients within the A&E Department and once admitted to the A&E Department Clinical Decision Unit/Observation ward or Chest Pain Assessment Unit, if (and when) available on site.

Responsible for ensuring a prompt response for Code Blue/SOS alert/ward emergencies and initiating resuscitation.

Undertake essential supporting duties for clinical including, among others, risk management, critical incident investigation, infection control, management and oversight of rosters.

Ensure that duties and functions are undertaken in a manner that minimizes delays for patients and possible disruption of services.

Responsible for ensuring systems are in place for the care of other at-risk or vulnerable patient group including referral mechanisms with government hospitals e.g child protection, sexual/domestic violence.

Able to exercise independent clinical authority to initiate hospital admissions based on comprehensive patient assessments, adherence to evidence-based triage protocols, and alignment with care pathways to ensure timely access to appropriate medical interventions.

Ongoing participation in Major Incident Planning for A&E, Department and the hospital, Community programs organized by the hospital, Medical Screening of corporate clients, FOMEMA and Clinic Waqaf

3. Staff Supervision

Responsible for the selection, supervision and training of A&E Medical Officers

Responsible for the allocation of duties to them including scheduling of shift duties.

4. Clinical Training

Contribute to the provision of structured training and situational learning opportunities for A&E Medical Officers and support the clinical and professional development of all other medical staff in the A&E Department.

Provide training and clinical support, if required, to other healthcare providers in the hospital.

Supervision of students in medical, nursing and allied health professions assigned to the A&E Department.

To conduct periodic BLC and ACLS for staff and doctors for accreditation. Encouraged also to organize BLC training for the community e g factory workers.

Actively participate in A&E and hospital educational activities and the development of training and education in emergency care in the hospital.

5. Clinical Governance

Actively participate in all the policies stipulated by the management including but not restricted to ISO 9001:2008, ISO 74001:2004, OHSAS 18001:2007 and or Hospital Accreditation requirements.

Occupational Safety and Health Act Regulations 1994:

  • To comply with any instruction or measure on occupational safety and health

Ensure Patient’s and Family’s Rights Policy (Malaysian Hospital and Accreditation Standards 2013) addressed at all times.

Ensure compliance of Patient Safety goals as safety improvement measures recommended by World Alliance for Patient Safety (2008)

Ensure to actively participate in all 5S activities.

Ensure to adhere to Standard People Practice (SPP)

To meet on a specified basis and as required with the CEO/PIC to confirm, review and develop an agreed job plan for the post that addresses the needs of the service.

Contribute to the collection, analysis and the reporting of data necessary for quality assurance activities in the A&E Department.

Engage in clinical audit activity and provide leadership in multidisciplinary clinical audit in the A&E Department.

Promote effective team working within the A&E Department.

Ensure optimal communication with all medical, management and support services in the hospital, and with external agencies relevant to emergency care.

Attending management and service development meetings including participation in other professional and administrative groups as appropriate.

JOB REQUIREMENT :

Degree/ Masters in Emergency Medicine & having a minimum of 2 years experience working as an Emergency Physician.

This post requires high level of knowledge in clinical, medical and professional management to oversee the operation of the Emergency Medical services, able to make good decision in critical situation and ensure efficient and effective care is rendered. The decision may impact the quality and safety of the service rendered. Decision making on the daily routine work within Emergency Department.

To refer to immediate Superior for complex matters that is beyond the context required on the job. The EP shall receive training and support to enable him/her to participate fully in such structure.

Considerable latitude is given in order that action regarding medical management quality improvements and problem solving are dealt with immediately. This must be within the context of the Corporate Policies, Procedures and Vision & Mission and in accordance with accepted clinical guidelines.
