BRIEFTOENSURETHATMSSOCIETYDSEUSERSARESAFE

This is a one-off project the aims to bring the MS Society in line with the legislation around Display Screen Equipment (DSE) / workstation assessment system.

The MS Society would like to be able to run an internal system that utilises its existing online Display Screen Equipment (DSE) training and assessment system more effectively, so that all DSE users (office, homeworkers, and hybrid) can operate their equipment safely and all legal requirements are met.

KEYDELIVERABLES
Thekeydeliverablesneeded:

1. AneedsanalysisthatclarifieswheretheMSSocietysitsnowwithregardstoitsDSEprovision,andtheoutcomesrequiredtomeetouraims.
2. AframeworkthatshowshowtheseoutcomescanbemetandtheDSEprocesscanbemanagedeffectivelyinthefuture.
3. Practicalguidelinesonhowthisframeworkcouldbeimplemented.
4. Amatrixthatrationaliseswhattrainingwillberequiredforthoseimplementingandmanagingtheprocess,soitsucceedsgoingforward.

Allproposalswouldneedtoinclude:

• Detailsofhowtheprojectwouldmeetthekeydeliverables
• Costingsfortheone-offprojectitself
• Howlongthisone-offprojectwouldtaketofrominitialassessmenttoimplementation
• Likelyimplementationcostingsiftherecommendationsarefollowed

BACKGROUND

In2020theteamthatmanagedtheMSSociety’sDisplayScreenEquipmentManagementsystemlefttheSocietyandwerenotreplaced.Asaninterimsolution,usinganonlinesystemrunbyanorganisationcalled IHASCohasbeenused.

1. IHASCOsystemwhichcovers:
   1. DSEtraining:thebasicsplushotdesking,laptops,handhelddevices,cleaning,posture
   2. DSEassessment–simple,clearassessment,adviceonresolvingorescalatingissues.
2. HRAdvisor–LearningandDevelopmentwhosetsupstaffonthesystemandsupportsthereferralofanystaffwhoneedtoaccessoccupationalhealth.
3. FulfilmentandContractsOfficerintheCustomerServicesteamwhopurchasesanyequipmentthatisneededbystaff–usuallyfollowingoccupationalhealthreferrals.

WHAT’SMISSING

Itisunlikelythattheinformationbelowcoversalltheissuesthatexistwithinthesystem–itisbasedonlimitedexperienceofworkstationsafety.

1. Nooneimplements,runs,manages,orreviewstheDSEsystem:
   ThesystemneedstobemanagedcentrallytoensureconsistencyacrosstheSociety.
2. NoDSEassessors:
   TherearenoDSEassessorswithintheMSSocietyatthistime,thismeansasthereisnobasicsupport,anythingthatcannotbesolvedbytheiHASCosystemissenttooccupationalhealth.
3. Norealideaofwhetherornotthesystemisbeingusedasitshouldbe: Althoughonrecruitment,allstaffwillhavebeensigneduptotheonlineDSEtrainingandassessmentthroughHR,therehasbeennomonitoringorfollowuptodetermineifstaffhavecompletedtheassessmentandtrainingandnosystemforsettinguprefreshertrainingandassessmenteverythreeyears.
4. Noclearprocessinplaceforusingthissystem:
   ThereisnoclearprocessaroundtheiHASCosystemastheinfrastructuredoesnotexisttosupportthis.
5. Hybridworking:
   Nospecificguidanceonuse,responsibilities,inspectionandmaintenanceofequipment.
   NoactionsincethechangestoHSEguidance(June2024–summaryshownbelow)whichaffectstheMSSocietyapproachtohybridworking.
   WherestaffuseDSEinthehomeandoffice,theassessmentshouldcoverbothsituations.
   Makesurethoseworkingathomecanachieveacomfortable,sustainableposture.Theymaynotneedofficefurnitureorequipmentathometoachievethis.Butyoushouldcheckiftheirownequipmentissuitable.
6. Homeworkers(intheirJobDescription):
   Nospecificguidanceonuse,responsibilities,inspection,andmaintenanceofequipment.
