We have a really exciting opportunity to work within a dynamic and supportive service delivering high standard care to children and Families in Waltham Forest as an Operational Lead -Fixed term for 12 months with possibility of extension.

Waltham Forest is a very exciting place to work. We are delivering 0-19 Universal/Early intervention services within Health Visiting, School Nursing and Family Nurse Partnership services, working closely in partnership with Early Help, Early Education, HENRY and Family Hubs .

As one of the 78 National Family Hub pilot sites our partnership working key and we are very proud of developing our innovative and joined up practice in Waltham Forest to ensure the best in service provision to children and Families.

Main duties of the job
  • To provide operational management functions for the team.
  • To deliver effective clinical leadership and direction to the 0-19 Team within the Waltham Forest.
  • To support and develop the strategic direction for the service in line with national policies and locally identified health needs within defined role.
  • To support delivery of service transformation and development of integrated clinical care pathways in response to latest evidence-based practice, local strategic needs assessments and the requirements of commissioned contractual agreements.
  • To manage a range of processes and systems, across the service to support the effective running of the service and clinical care pathways.
  • To ensure harmonisation of quality care delivery across the service.
  • To lead the learning and development plan for services and ensure that developmental requirements are in place for all staff in line with the knowledge and skills framework.
  • To lead change management in the implementation of service development and transformation.
  • To create a culture in which innovative ideas can flourish and provide vision and inspiration to enable staff to deliver support effectively.
  • To identify and participate in the tendering for new business opportunities.
  • To ensure effective performance management and professional and clinical leadership of the workforce.
  • To ensure services are cost effective and delivered within budget.

Job responsibilities

To deliver robust financial management in line with Directorate and organisation targets, including Cost Improvement Programmes.

To ensure services meet care quality and performance management standards and are compliant with all regulatory requirements and standards.

To represent the Service and Trust at external meetings with stakeholders when required.

To ensure the safeguarding agenda is firmly embedded in service delivery at all levels.

To participate in the evaluation of the services provided to children and young people in the Integrated Care Teams and actively promote service development including undertaking relevant audit and research.

To always act as a positive role model and advocate both for individual staff and the THGPCG.

To ensure that services are continually monitored, reviewed, and adapted to meet changing service user need and identified commissioning requirements.

To ensure the delivery of clinical and care quality standards and objectives.

To be responsible for implementing service changes when required, ensuring effective implementation with measurable outcomes, and agreed timescales.

To ensure that systems are in place to monitor stakeholders views of services and ensure that service users, carers, relevant community organisations and other key stakeholders are involved in and influence key decisions on service development and continuous improvement.

To ensure that the service area contributes fully to the development of the business plan for the Directorate and assists in the setting of strategic objectives for the Service.

To ensure the service area is kept up to date with legislative and policy changes and developments.

Contribute to the establishment of new services that meet national and local requirements.

To facilitate the development of clinical guidelines, protocols, and patient-related policies in partnership with clinicians and other managers within the organisation to promote safe and effective patient care.

To support the Head of Service, Clinical Director ad Director of Operations in the strategic planning of the services, identifying new business opportunities, writing business plans and service specifications as appropriate.

To support the Head of Service, Clinical Director ad Director of Operations and other senior managers in the development of strategy for children and young people within the organisation.

To deliver service improvement through the continuous development of integrated multi-disciplinary team working and care pathways.

To participate in local and national clinical networks to promote evidence based clinical developments which improve patient care.

To assume responsibility for further delegated areas of lead responsibility across childrens services as required by the Assistant Director or Integrated Care Director.

To ensure the operational running of services through effective deployment of all resources, providing a framework for achieving best outcomes and objectives. This will include the development of protocols, local policies and procedures, liaison networks and managerial structures.

To act as an authorised signatory for budgets within agreed limits.

To manage a budget within the scheme of delegation and to the agreed accounting standards and procedures.

Effectively manage the delegated budgets within area of responsibility, assisting in the delivery of annual cost reduction/improvement plans identifying improved efficiencies communicating these to all managers as required.

To ensure that issues of equality and diversity are fully considered in service provision.

To ensure that buildings and sites are maintained to agreed standards and meet Health and Safety requirements.

To implement the Organisations information / data procedures and participate in the collection and reporting of statistical information.

To establish systems and practices within the service that deliver against key performance indicators and targets.

To ensure clinical services have robust risk management arrangements in line with organisational policy.

To develop a well-functioning service which develops credibility as a service provider.

To actively promote strong and effective leadership within a care quality structure that is built on the principles of open engagement, appreciative enquiry, and learning.

To develop and implement a leadership structure that safely devolves decision making close to the point of care delivery.

To ensure that effective performance management structures are in place and that all staff have structured supervision and an annual appraisal with personal development plan.

To ensure staff are compliant with their statutory and mandatory training and are provided with learning and development opportunities appropriate to their needs, within financial constraints.

To ensure staffing levels and skill mix fully and effectively meet the needs of the patients, the services and are within best practice guidelines and financial constraints.

To ensure staff are treated fairly and consistently and within the operational policies and procedures applied in the organisation.

To undertake disciplinary investigations as requited and present findings to Hearing Panels.

Analyse monthly clinical quality and activity information for services provided, taking corrective action to maintain targets, and focusing on continuous improvements to the patient experience.

Reflect on and interpret complex information factual situations with require analysis, option appraisal and generation of solutions.

Work with the Head of Service, Clinical Director ad Director of Operations to monitor Service Specification, contracts relating to the service and Key Performance Indicators are delivered.

Plan workforce requirements based on future service delivery need.

Contribute to emergency planning processes and work collaboratively to deploy staff to respond to issues and maintain business continuity.

Be responsive and flexible to changing priorities and deadlines.

Manage own time effectively and delegate appropriate functions responsibly.

Plan and arrange care strategies for complex cases, making relevant adjustments as necessary.

Plan, coordinate and manage a variety of meetings involving a wide range of attendees.

Person Specification
Qualifications
  • Highly developed relevant specialist knowledge developed through training and/or experience. This will be relevant to post e.g., SCPHN qualification for 0-19 Leadership.
Experience
  • Substantial experience of working and managing within the NHS / community sector at appropriate level.
Abilities
  • Experience of managing change.
Knowledge
  • Engages effectively across boundaries, breaking down silos, while operating in partnership with stakeholders towards a shared vision.
Other requirements
  • Ability to travel across the organisation as required and flexibility.
