Overview

Job Summary: Manage, organize, and plan the delivery of pay and benefits services by implementing changes to service delivery as required, setting objectives, directing subordinates, and evaluating work performance. Provide direction and advice to employees, managers and pay & benefits specialists on all matters pertaining to pay, benefits, garnishments, transfers, adjustments, and pension.

Responsibilities
  • Monitor and assess the effectiveness of activities and services, identify, implement best practices, and develop strategies and action plans for improvements/enhancements.
  • Review, research and analyze information/data, develop briefing notes and reports, and make recommendations to management.
  • Mentor and coach pay & benefits specialists, establish work plans, determine resources, define work standards and methods, guide, motivate and evaluate training needs.
  • Lead the research and resolution of complex pay issues and/or projects in consultation with other HR disciplines and/or external stakeholders.
  • Exercise the delegation of authority under section 34 of the FAA by ensuring payments from the consolidated fund are certified in a manner prescribed by Finance.
  • Develop, evaluate, recommend, and implement procedures, guidelines, and other reference material related to compensation.
  • Interpret and remain current on Treasury Board and organizational policies, the collective agreement, and the Act and Regulations.
  • Prepare and deliver information sessions to employees related to compensation legislation and directives.
Education
  • Undergraduate degree and 4 years of experience, or
  • College diploma and 5 years of experience, or
  • High school diploma and 7 years of experience

The Undergraduate degree/College Diploma must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Experience
  • Recent and significant experience in the provision of services related to compensation, including pay and benefits.
  • Recent experience providing advice and recommendations to stakeholders on sensitive and complex issues regarding the application and interpretation of compensation related to regulations, policies, acts, TBS interpretations, collective agreements, guidelines and procedures related to pay and benefit in the Federal public service.
  • Experience processing data entries in a Human Resources Management System (HRMS) such as PeopleSoft, SAP, Workday, etc.
  • Experience supervising or leading a pay/compensation project or leading a pay/compensation team with direct entry access to Phoenix in the Federal Public Service.

Note: Recent is defined as experience acquired within the last 5 years.

  • Experience acquired as a Pay Specialist in a Federal government department/agency working with the Phoenix pay system, performing the full scope of the position as a fully trained Pay Specialist using the Phoenix Pay System processing direct entries in Phoenix
Conditions of Employment
  • Allowance

This position is eligible for the Pay Market Modifier which is valued at 3.5% of the basic annual salary ($99,392 - $120,917) for the Team Leader position. The above includes the 3.5% Pay Market Modifier for the Team Leader position.
