Job description

The Asia Pacific Foundation of Canada is a not-for-profit organization focused on strengthening ties between Canada and Asia through its research, education, and convening activities, such as the Asia-Pacific Economic Cooperation (APEC)-Canada Growing Business Partnership.

We are seeking a proactive Project Manager, Innovative Leadership for Equitable and Inclusive Democracy (i-LEAD), on a fixed-term, full-time basis for a two-year development‑related project in the Indo‑Pacific. The position reports to the Vice‑President, Research and Strategy.

Major Responsibilities
  • Oversees the full project life cycle of the Innovative Leadership for Equitable and Inclusive Democracy (i-LEAD) project in Vietnam, the Philippines, and Mongolia, including planning, execution, monitoring, reporting, and project closure.
  • Conducts research on how domestic policies in these three economies support Micro, Small and Medium Enterprises (MSME) access to global supply chains and expand access to services and economic opportunities for women and marginalized groups.
  • Leads the production of project outputs, including research papers, surveys, technical workshops, policy briefs, and other project‑related deliverables.
  • Coordinates and manages meetings, consultations, and partnership events related to the project, including two major dissemination events.
  • Builds and expands APF Canada’s networks with institutions and individuals working on MSME development and economic growth in Canada, Indo‑Pacific economies, and abroad, fostering relationships with government, business, and civil society stakeholders.
  • Prepares comprehensive annual work plans and narrative reports for the funder, ensuring strong project management and accountability.
  • Monitors the project budget, reviews financial reports, and manages expenditures in line with APF Canada and Global Affairs Canada requirements, ensuring adherence to good‑practice financial management and accountability frameworks.
  • Coordinates with and consults the project funder on all matters related to project implementation.
  • Travels internationally (Mongolia, the Philippines, Vietnam) to conduct project research and participate in related events, including relevant activities in the region.
  • Represents APF Canada at public and private events as needed.
  • Performs other duties as required to meet the needs of the role and support organizational goals.
Successful applicants will have the following qualifications:

Education:

  • A master’s degree, or equivalent, in related fields such as international development, public policy, public administration, business administration, political science or international political economy.

Experience:

  • At least 5 to 7 years of previous work experience in government, think tanks, non-profit organizations, or international development–related organizations;
  • Exceptional research skills and experience in academic or policy publications.
  • Proven project and team management skills, with experience planning and executing projects from inception to completion, coordinating activities with partners or departments, and managing deadlines and budgets.
  • Track record of partnership development and securing institutional funding for international cooperation and implementing development programs;
  • Demonstrated understanding and experience with institutional donors and funding modalities, including eligible costs, subcontracting, cost‑sharing and management of indirect/overhead costs;
  • Demonstrated experience fostering relationships with international stakeholders, including government officials, business leaders, civil society organizations, MSMEs, and program beneficiaries;
  • Strong written and oral communication skills, with the ability to present complex information clearly and effectively to diverse audiences;
  • Experience in reviewing and drafting project reports and coordinating or supporting evaluations;
  • Ability to work in challenging, high‑pressure situations and navigate challenging diplomatic environments.
  • Experience working in and with stakeholders in the Indo‑Pacific region, with a preference for experience in Southeast Asia, is an asset.
Eligibility

Applicants must have legal status to work in Canada upon submitting an application.

The successful applicant will work out of APF Canada’s head office in Vancouver, BC (with some exceptions), on a Hybrid Schedule (two days onsite/three days off‑site) from APF Canada’s head office in downtown Vancouver, Monday to Friday, during regular office hours (approximately 9:00 a.m. to 5:00 p.m.).

Compensation & Benefits

The salary range for this role is CAD$70,000 to $85,000. The final salary offer will be determined based on the candidate’s experience and expertise, typically from the minimum to the midpoint of the range. APF Canada’s total remuneration package for this role includes non-contributory extended health care coverage, including dependents, above mandatory paid time‑off days and a flexible and hybrid work schedule.

Application Procedures
