Avalanche Technician Jasper AB Assistant Director of Public Safety

Location: Marmot Rd, Jasper, AB | Job type: Full-time

Reports To: Director of Public Safety

Overview

The Assistant Director of Public Safety (ADPS) works as part of the Safety Operations team in an avalanche forecasting and supervisory role. Under the direction of the Director of Public Safety, the ADPS help to build daily avalanche hazard forecasts, develop hazards mitigation plans, implement and direct other staff in the implementation of the plans and record the results. The Assistant Director(s) of Public Safety are senior team members thus are responsible for mentoring other staff in all safety operations topics. This is a full-time seasonal role working within the Safety Operations Department.The incumbent should expect to be working outside in any, all and sometimes adverse weather conditions.This position has a compressed schedule/two-week rotating cycle: Ten and a half (10.5) hours per day (operating season) and eight (8) or ten (10) hours per day (non-operating season) depending on operational needs. Alberta Employment Standards regarding probationary periods apply.

Responsibilities
  • Act as the designate for the DPS in all avalanche risk and mitigation related topic, as and when directed.
  • Assist the DPS in managing staff, staff conflict, schedules, payroll, track staff training & certificates, staff performance management.
  • Oversee ski skills evaluations for all new department employees to ensure they meet position requirements.
  • Insure staff adherence to policies, procedures and guidelines.
  • Assist the DPS in managing and maintaining the safety operations budget.
  • Complete initial WCB paperwork with staff and aid in management of injured staffs return to work.
  • Assist the Director of Public Safety in maintaining and presenting the Safety Operations Manual, Avalanche Safety Plan, Safety Operations procures/protocols, work hazard assessment and other documents as directed.
  • Aid in the training and mentoring of Safety Operations staff in a variety of topics.
  • Create teaching resources as well as provide instruction in the risk management of, and response to: Avalanches, First Aid, MCI, Rope Rescue, Chair lift evac, fire, spills, missing people, fatalities, animal attacks, explosions and other topics as directed.
  • Ensure the tracking and recording of training for all avalanche technicians.
  • Aid the DPS in the management of staff files.
  • Over see and perform the daily tasks associated with Marmot Basin’s Avalanche Safety Plan using avalanche risk management theory and techniques.
  • Travel in and through avalanche terrain on skis, snowmobiles and snow cats.
  • Lead and/or direct multiple teams through avalanche terrain for active avalanche control and data collection.
  • Identify and address safety concerns pertaining to staff and guests.
  • Use rope and mountaineering travel skills to lead teams through alpine terrain.
  • Collect weather and snowpack information, teach the same to others and analyse the information collected.
  • Prepare daily avalanche forecast and nowcasts; daily communication of avalanche risk and terrain status to staff and guests; submit to the InfoEx daily (weather, avalanche and snowpack); be a moderator for the InfoEx.
  • Communicate snowpack and weather information to the Director of Public Safety; ensure the DPS is informed of on-hill risk that may have the potential to affect life or property if the residual risk exists outside Marmot Basin’s Operational risk band.
  • Lead or assist in emergency situations including, but not limited to: Avalanches, First Aid, MCI, Rope Rescue, Chair lift evacuation, fire, missing people, spills, fatalities, animal attacks and explosions.
  • Under the direction of the DPS, present avalanche and snowpack risk management information to staff, managers and guests.
  • Data and database management; assist with Marmot Basin’s on-slope Risk Management program as outlined in Marmot Basin’s Safety Operations Training Manual. Maintain tools and supplies to do the same.
  • Ensure other staff are working in safe and efficient manner and are following all applicable policies, Standard Operating Procedures (SOP’s) and guidelines.
  • Work with outside agencies as required.
  • Respect and adhere to the company’s policies and procedures as set in the “Corporate Policies”, “Employee Handbook” and “Safety Operations Training Manual”.
  • Understand and adhere to Ski Marmot Basin’s “Harassment Policy” and the company’s “Privacy Policy”.
  • Report all damages or problems with company vehicles to the Vehicle Maintenance Supervisor.
  • Other duties as assigned by your Supervisor (Director of Public Safety).
Qualifications
  • Meet all performance requirements of an Avi tech- Area leader.
  • 80 hour advanced First Aid course or higher and advanced protocol training and a CPR current certification.
  • Canadian Avalanche Association Professional Member.
  • Canadian Avalanche Association Industry Training Program Level 2 (or equivalent), Level 3 preferred.
  • Canadian Avalanche Association advanced weather course (or equivalent).
  • Canadian Avalanche Association AvSar 2 course (or equivalent).
  • Canadian Avalanche Association basic mapping course (preferred).
  • Incident Command System ICS 200.
  • Advanced/Rescue snowmobile operator.
  • Holds an Alberta non-mining explosives license.
  • Holds a Natural Resources Canada Explosive Regulatory Division letter or other approved documentation on file to handle high powered explosives.
  • Minimum of five years or more working in an active avalanche control program, or eight years of experience working/volunteering in other roles. Extensive experience using ski cutting and explosives for avalanche control. Generally, 500 or more logged hand charges.
  • Clear Criminal Record and Vulnerable Person Record Check on file with Human Resources (re-submitted yearly).
  • Completed the Workplace Hazardous Materials Information System Training (WHMIS).
  • Transportation of Dangerous goods by Ground; Transportation of Dangerous goods by Air.
  • Cornice control and Gun Team leader.
  • Selkirk College Ski Hill Risk Management course (preferred, if the candidate does not have this certificate they should complete it within the first year).
  • Completion of basic fall arrest training; Rope rescue training/certification (preferred).
  • Alberta class 5 Driver’s license or equivalent.
  • Minimum three seasons in Marmot Basin safety operations; Marmot Basin First Aid refresher & Advanced protocol training; Attends Marmot Basin’s annual explosives refresher.

  • Sound judgement and proper application of Applied Avalanche Risk Management concepts.
  • Manage, organize and communicate effectively with staff; Lead staff through avalanche terrain for data collection and active avalanche control.
  • Demonstrate high level of practical first aid experience; lead patient treatment and extrication in Marmot Basin terrain.
  • Gain advanced understanding of Marmot Basin Safety Operations Training Manual; apply concepts and teach others.
  • Demonstrate high working knowledge of Marmot Basin on-hill risk management and Safety Operations programs; complete associated paperwork to a high standard.
  • Read Marmot Basin Snowmobile Operators Manual, perform pre-trip inspection, know standard routes, on-hill speed limits, and operation procedures; teach to others.
  • Demonstrate competent snowmobile Advanced/Rescue operator skills; set/maintain rescue trails and lead others.
  • Proficiency with ropes in several functions; lead rope rescue and use mechanical advantage systems; teach rope and rope rescue skills used by safety operations.
  • Deescalate tense situations, escort guests from the premises, or refer an escalating situation to a supervisor.
  • Read and sign off on the Safety Operations Work Hazard Assessment.
  • Complete all regular currency training and maintain training checklists.
  • Maintain tools, equipment, and supplies; maintain certifications and training records as well as Continuous Professional Development to remain current in the position.
  • Ability to work flexible shifts.
  • Core Competencies: Professional demeanor with excellent customer service skills; experience dealing with on-hill patrons; ability to ski in all mountain terrain; Marmot Basin Safety Operations ski skill assessment on file.

  • Equipment and safety provisions: Equipment and supplies are provided; annual equipment allowance; vaccinations recommended for safety staff (polio, Hepatitis A/B, Mumps/Rubella, Diphtheria/Tetanus, Varicella, Influenza yearly, COVID-19).
  • Other requirements: Complete Marmot Basin Safety Operations ski skill assessment; pass a ski binding test; vulnerable persons record check annually; driver’s abstract on file.
