About The Governance And Sustainable Department (GSD)

ASEF’s Governance and Sustainable Development Department aims to provide and communicate quality, actionable inputs for the policy dialogue between Asia and Europe.

ASEF Public Health Network

The Asia-Europe Foundation Public Health Network (ASEF PHN), funded by the Government of Japan, was officially launched at the 9th Asia-Europe Meeting (ASEM) Foreign Ministers’ Meeting in Hanoi, Viet Nam in 2009. ASEF PHN is a participatory platform which encourages public health dialogue across Asia and Europe. It provides space and opportunities for health and non-health sector representatives to share their knowledge and experience to combat Emerging Infectious Diseases (EIDs). The exchange facilitates partnerships between multi-level actors from governments, international organisations, corporations, academia, non-profit organisations and the media.

The objective of the ASEF PHN projects is to promote Asia-Europe and multi-sectoral intellectual exchange on public health and related fields, with a focus on the COVID-19 pandemic and other emerging infectious diseases (EIDs). Its projects include research, workshops, meetings, public briefings and training. The network is also considered to be a key player in the field of public health – in June 2021, ASEF PHN has become a member of the Global Health Security Agenda (GHSA).

For the past few years, the focus of ASEF PHN has been on pandemic preparedness and response, including risk communications for public health emergencies (one of the 8 core capacities under IHR) and Antimicrobial Resistance (AMR). ASEF PHN is planning to continue working on equally relevant topics over the next few years, mostly through meetings/online events targeting public health officers, other government officials, relevant NGOs and international organisations, such as World Health Organisation (WHO).

About The Position

The Governance and Sustainable Development Department is looking for a staff member to support the implementation of the ASEF Public Health Network (PHN). The incumbent’s work will be under the supervision of the Department Director &/or Head of PHN respectively. The appointment is on a one-year open contract basis with an initial 3‑month probation period.

Core Function
  • Assist in developing programmes & activities
  • Responsible for project delivery including quality, content & design
Duties & Responsibilities
  • Project Management
  • Assist in conceptualising projects for PHN
  • Assist senior team members in developing programmes and activities for PHN
  • Assist senior team members in their management and execution of PHN projects
  • Support the preparation of project documents such as proposals, concept notes, meeting agendas, and participant lists
  • Assist in the preparation and submission of project proposals and donor reports in accordance with ASEF and donor guidelines
  • Participate in relevant ASEF internal taskforces/committees and contribute to cross‑departmental initiatives
  • Provide administrative support for PHN operations and activities
  • Execute and administer various PHN projects while under supervision and/or independently as assigned
  • Financial Management
  • Assist in budget planning, monitoring and managing PHN's budget and expenses
  • Support financial reporting activities and ensure compliance with ASEF financial procedures
  • Handle invoice processing and reimbursement requests for PHN activities
  • Maintain accurate financial records and assist with donor reporting requirements
  • Stakeholder Engagement & Networking
  • Database entry maintenance
  • Maintain up-to-date records and databases related to PHN contacts and partners
  • Make necessary & proper communications with ASEF's network of professionals & institutions for collaboration, as well as outreach to ASEM Partners & government agencies related to PHN
  • Handle routine correspondence and enquiries, escalating complex matters as appropriate
  • Coordinate with external consultants and experts as directed
  • Facilitate & summarise management reports for senior level meetings
  • Event Logistics & Administrative Support
  • Undertake logistics management for PHN events including coordination with vendors (hotels, caterers, venues)
  • Handle participant registration, enquiries, and reimbursement requests
  • Provide on-site support during events and meetings
  • Coordinate travel arrangements and accommodation for participants as needed
  • Communications & Publications
  • Support the development of promotional materials and publicity efforts for PHN events
  • Collaborate with Communications Department to coordinate promotion and publicity
  • Manage web information related to PHN projects (website descriptions, articles, newsletters)
  • Assist in maintaining PHN's social media presence and online platforms
  • Assist in the preparation & compilation of reports and outcome documents following PHN activities
  • All other tasks as assigned by the Department Director &/or Head
Qualifications & Experience
  • Bachelor’s Degree in a related field of study, preferably Public Health
  • 3–5 years of relevant work experience in project coordination, international development, or related field
  • Proficiency in Microsoft Office Suite
  • Excellent written and verbal communication skills in English
  • Previous experience related to global health or health security, policy or advocacy is a plus
  • Experience in living in overseas and working in multicultural environment
  • Previous working experience in an international organisation/NGOs, particularly in a health/public health related position, will be an added advantage

Remuneration

The successful candidate will be offered a monthly salary commensurate with her/his qualifications and work experience. Other applicable benefits include an annual wage supplement, paid leave and medical benefits.
