Job description
Payroll & HRMS Management
  • Hands on approach to prepare and oversee end-to-end payroll processing, ensuring accuracy and timely salary disbursement for Singapore & Regions.
  • Ensure compliance with statutory requirements (e.g., CPF contributions, income tax, MOM regulations). Familiar with local statutory requirements.
  • Statutory reporting for MOM, MOH, workforce Singapore Employability Institute and Labor Market etc.
  • Address payroll-related queries and resolve discrepancies promptly. Provide solutions & resolve problems.
  • HRMS system data migration, updates or upgrading, year end generating & uploading of IR8E data to IRAS for employees, payslips
  • Regular salary benchmarking and annual review of percentage of increment data submission to SNEF and consultations to obtain survey benchmarks
2. Employee Benefits & Insurance
  • Administer employee benefits programs, including health, life, and disability insurance.
  • Liaise with insurance providers for policy renewals, claims, and coverage adjustments.
  • Manage incidents, accidents or fatalities be it work injury or travel for business.
  • Monitor compliance with company policies and legal requirements for benefits administration and scrutinising claims submitted for approval.
3. HR Policy Making, Compliance & Reporting
  • Draft and implement HR policies once approved or required
  • Prepare and submit statutory reports related to headcount, payroll, insurance and employment.
  • Maintain accurate employee records for audits and internal reviews.
  • Stay updated on labor laws and regulatory changes to ensure organizational compliance.
  • Management of Corp Pass register & Issuance of Corp Pass and de-registering for attrition cases
4. HR Operations, Including Expatriation & Repatriation
  • Support onboarding and offboarding processes, ensuring smooth transitions including letter of appointments, probations, terminations etc.
  • Provide guidance on compensation and benefits policies to employees and managers.
  • Collaborate with Finance for budget planning and cost control.
  • People management including dispute management, whistleblowing or employee disputes.
  • Settling expatriates from country of origin
  • Repatriating employees from home country to country of origin
  • Tax equalisation management, cost of living allowance and establishing guidelines

  • Management of grant application, submission and obtaining grant for relevant departments eg for IT, HR Job re-design, Employability etc

  • Regular updates to organisation charts to enable business needs
11. Continuous Improvement Through Digitalisation & AI Adoption Tools
  • Identify opportunities to streamline payroll and benefits processes through automation and technology.
  • Monitor employee satisfaction with compensation and benefits programs and recommend enhancements.
  • Using AI tools to integrate staff with systems to enhance job performance
Job Requirements
  • Preferably Bachelors degree in Human Resources, Business Administration studies, or related field.
  • Minimum 5 years of HR experience with strong knowledge of payroll and benefits administration, generalist or compensation and benefits specialist background
  • Familiarity with local labor laws and statutory requirements.
  • Proficiency in HRMS and payroll systems.
  • Strong analytical, problem-solving, and communication
