Job Description

Monday to Friday 9am to 6pm

Job Responsibilities
  • Supervises and coordinates daily activities of the utilities team in the operation and maintenance of utility systems including:
    • Boiler System
    • Chilled Water System
    • Air Compressor System
    • Sewage Treatment Plant
    • Ensures daily inspection and maintenance of the Fire Protection System in collaboration with the HSE department and WWTP operations in coordination with the Production department.
  • Acts as Competent Person or assists the competent person in performance monitoring and compliance verification of:
    • Scrubbers
    • Boiler chimney
    • VGO unit chimney
  • Collects and analyzes Certificates of Analysis (COA) from water sample testing and prepares monthly environmental reports submission to the Department of Environment (DOE) via Online Environmental Reporting (OER).
  • Monitors daily chemical consumption for WWTP and boiler systems, justifies variances and maintains accurate consumption records.
  • Update and records operational status, maintenance activities and water quality data in the daily WWTP report.
  • Ensures stable operation of the plant utilities and WWTP by conducting process analysis, optimization and troubleshooting to achieve efficiency in resource consumption (raw materials, chemicals, water, energy) and maintain desired productivity.
  • Ensures that all utilities operations are safe, regularly inspected and fully compliant with the company’s standard, HSE policy and statutory regulations.
  • Ensures that all vendors, contractors and service providers working in utility-related areas comply with legal requirement, company rules and environmental and safety standards.
  • Identifies equipment or process abnormalities, informs the Utility Engineer and follows technical instructions to resolve issues safely and efficiently.
  • Performs and supervises Total Preventive Maintenance (TPM) activities for utility systems in collaboration with Mechanical and E&I departments.
  • Ensures that all technical documentation related to utilities operations is prepared, updated and maintained in accordance with ISO 9001, ISO 14001, ISO 45001 and IATF 16949 requirements.
  • Ensures that all utility‑related facilities and operations comply with relevant statutory regulations from authorities such as DOE, DOSH and BOMBA.
  • Participates actively in daily departmental meetings to provide updates on plant activities, raise issues and align on operational plans.
  • Prepare, review and supports implementation of improvement plans for plant facilities, WWTP, utilities efficiency and infrastructure.
  • Initiates and follow up on request for necessary maintenance work involving pumps, vessels, instruments and associated utility equipment’s.
  • Ensures that all ISO requirements are effectively implemented and understood by production and maintenance team, supporting audit readiness and continuous compliance.
  • Ensures that all plant and utility operations comply with company HSE policy, local regulatory laws and environmental protection standards.
  • Lead and assists in investigations of plant incidents or equipment failures, prepares detailed reports with root cause analysis, and implements corrective and preventive actions.
  • Develops, reviews, updates and ensures compliance with Standard Operating Procedures (SOPs) for utility operations including plant start‑up, shutdown, emergency shutdown and abnormal situation handling.
  • Ensures proper selection, use, maintenance and storage of PPE, reinforcing adherence to safety protocols by all team members.
  • Supports collection and validation of energy consumption data for submission to the Energy Management Committee and contributes to energy‑saving projects and sustainability values initiatives as guided by the Utilities Engineer.
  • Supports environmental, social, and governance (ESG) activities by supervising resource conservation actions, waste minimization efforts, and communicating sustainability values within the team.
  • Perform duties and responsibilities as the appointed or acting Competent Environmental Person for Industrial Effluent Scheduled Treatment Operations (CePIETSO), in compliance with the Environmental Quality Act (EQA) 1974 and related regulations, including:
    • Monitoring, controlling, and recording the performance of industrial effluent treatment systems to meet statutory environmental discharge standards;
    • Maintaining accurate records of effluent data and submitting required reports to the Department of Environment (DOE);
    • Liaising with DOE during environmental inspections, audits and reporting;
    • Supporting pollution prevention initiatives and ensuring plant‑wide environmental awareness and compliance.
Requirements
  • Minimum 5 years’ experience as Process/Power/Utilities Supervisor in chemical production
  • Working knowledge of the construction and the safe and efficient operation of chemical plant utilities
  • Working knowledge of the methods, materials and tools used in the maintenance and repair of chemical plant utilities
  • Working knowledge of chemical manufacturing specifications and raw materials
  • Working knowledge of the principal and practices of supervision
  • Ability to read, draw or sketch, illustrate and interpret technical drawings such as the P&ID machinery components and schematics and preparedness of RFQ
  • Able to speak, read and write well in English, especially of the technical terms
  • Basic computer literacy skills, AutoCAD skills, proficient in Microsoft office
  • Familiar and experienced in ISO 9001, ISO 14001, IATF 16949 and ISO 45001
  • Ability to function independently in a team environment with minimal supervision and problem‑solving skills
  • Self‑motivated and hardworking & can work under stress
  • Demonstrated knowledge of basic manufacturing safety and Occupational Safety and Health Administration (OSHA) guidelines
  • Willingness to be on call for emergencies and flexible with work hours when required
  • Boiler Attendant’s Certificate (G 2 or G 1) for operations and maintenance of industrial boiler will be an added advantage
