Job Qualifications
Minimum bachelor's degree in occupational health and safety.
Minimum 5 years of experience in QHSE management, preferably within shipping/Oil and Gas and logistics sector.
Holds valid K3 Migas Certification and preferably Ahli K3 Umum (Kemenaker) or equivalent recognized safety professional certification.
Experienced in incident investigation and root cause analysis, with the ability to identify systemic weaknesses, recommend preventive actions, and ensure lessons learned are implemented effectively.
Fluent in English, both oral and written.
Required Knowledge and Skills
- Strong understanding of Integrated Management System (IMS) based on ISO 9001 (Quality), ISO 14001 (Environment), ISO 45001 (Occupational Health & Safety), and SMK3 (PP 50/2012), including system implementation, maintenance, and continual improvement.
- Strong understanding of Contractor Safety Management System (CSMS) requirements, particularly based on PTK-005 SKK Migas, including prequalification, performance monitoring, and evaluation process.
- Able to perform HIRADC (Hazard Identification, Risk Assessment, and Determining Control), and develop, implement, and review effective safety protocols and procedures.
- Capable of preparing reports, conducting training, and liaising with certification bodies, clients, and regulatory authorities.
- Competent in conducting internal audits for ISO 9001, 14001, and 45001 standards, including developing audit programs and managing NCR closure.
- Demonstrates strong analytical thinking, problem-solving, and leadership capabilities, with a proactive attitude and ability to work collaboratively across multi‑site or multi‑business environments.
Responsibilities
- Plan and implement QHSE programs, KPIs, objectives, and targets for BULL Group in alignment with corporate policy, ISO 9001/14001/45001, and SMK3 requirements.
- Monitor and evaluate QHSE performance across FSO, FPSO, trading vessels, logistics operations, and ship agency branches, ensuring continual improvement and regulatory compliance.
- Conduct internal QHSE audits, inspections, and risk assessments, and ensure timely closure of nonconformities and corrective actions.
- Develop and maintain compliance monitoring plans aligned with local and international regulations related to quality, environment, health, and safety.
- Lead and participate in incident and accident investigations, determine root causes, and ensure implementation of preventive measures.
- Provide QHSE training, coaching, and awareness programs to improve employee competence and promote a strong safety culture across all business units.
- Coordinate with project and operations teams to integrate QHSE requirements into daily activities, project execution, and client deliverables.
- Review and provide input on operational procedures, engineering changes, and procurement requests to ensure compliance with QHSE standards.
- Compile, analyze, and report QHSE performance data and statistics (daily, monthly, and annual) to management, supporting decision‑making and continual improvement.
- Maintain and improve the QHSE Management System documentation, including manuals, records, and communication materials such as bulletins and alerts.
