Position Overview

This position responsible for leading and managing all aspects of human resource operations in the hospital, including manpower planning, recruitment, employee relations, compliance, training, and organizational development. The role ensures the hospital maintains a skilled, motivated, and legally compliant workforce aligned with the hospital’s values, policies, and patient care standards.

Key Outcomes:

Commissioning Phase (Pre-Opening / Start-Up)

Successful Manpower Planning & Organization Structuring

  • Develop and finalize a hospital-wide manpower plan (clinical, non-clinical, admin)
  • Submit approved organization charts and job descriptions for all departments.

Timely Recruitment & Onboarding of Staff

  • Ensure 100% of critical roles (doctors, nurses, support staff) are filled before soft opening
  • Complete credentialing and STR/SIP verifications for medical staff.
  • Deliver pre-opening onboarding programs (orientation, code of conduct, hospital culture).

HR Policies, SOPs & Regulatory Readiness

  • Draft and implement HR policies, SOPs, and employee handbook before operational launch.
  • Ensure compliance with Indonesian labor laws (UU Ketenagakerjaan), BPJS registration, and employment contracts for all staff.
  • Prepare documentation to support KARS readiness and Ministry of Health licensing.

Training Programs Implemented

  • Organize pre-opening training: Basic Life Support (BLS), Infection Control, Fire Safety, Code Blue, etc.
  • Ensure KARS-recommended training modules are conducted and documented.

HR Infrastructure & Systems in Place

  • Set up HR Information System (HRIS) for attendance, leave, and payroll.
  • Implement a working payroll system, linked with PPh 21 and BPJS.

Industrial Relations & Peraturan Perusahaan (PP)

  • Draft and register the Peraturan Perusahaan with the local labor office (Disnaker).
  • Set up systems for grievance handling, communication, and employee feedback.

Operational Phase (Post-Opening)

Stable Workforce with Low Early Attrition

  • Maintain <10% turnover in the first year of operations for key roles.
  • Conduct exit interviews and track early resignations for corrective action.

Ongoing Legal & Compliance Adherence

  • 100% of employees registered with BPJS Kesehatan, BPJS Ketenagakerjaan, and tax authorities.
  • Ensure timely renewal of STR/SIP for licensed staff.

Performance Management Implementation

  • Design and implement a performance appraisal system within the first year.
  • Link performance reviews with training and career development plans.

Employee Engagement & Satisfaction

  • Conduct the first employee satisfaction survey within 12 months of opening.
  • Launch employee welfare programs (health checks, recognition programs, etc.).

KARS Accreditation Support

  • Support documentation and HR compliance for KARS survey.
  • Maintain updated training records, HR files, and SOP implementation logs.

HR Data & Reporting

  • Provide monthly HR dashboards to leadership (turnover, recruitment status, leave trends).
  • Monitor and report on HR KPIs: absenteeism rate, time to hire, training hours per employee, etc.

Primary Duties and Responsibilities

Commissioning Support

  • Support the hospital commissioning team in mock runs, inspections, and pre-opening readiness.
  • Collaborate with other departments (medical, nursing, IT, facilities) to ensure HR deliverables are met.
  • Support the transition from pre-operational to operational HR management

Human Resource Operations

  • Manage end-to-end HR activities including hiring, onboarding, payroll, attendance, and employee records.
  • Maintain HR documentation including contracts, job descriptions, and HR reports.

Recruitment & Manpower Planning

  • Develop and maintain the hospital's manpower planning in line with service needs. Lead recruitment efforts for clinical, administrative, and support staff.
  • Coordinate with nursing schools, medical universities, and recruitment agencies.

Employee Relations & Industrial Relations

  • Act as a liaison between hospital management and employees to ensure harmonious relations.
  • Handle grievances, disciplinary actions, and employee engagement initiatives.
  • Ensure compliance with Peraturan Perusahaan, UU Ketenagakerjaan

Compliance & HR Policies

  • Ensure compliance with Indonesian labor laws, BPJS Kesehatan, BPJS Ketenagakerjaan, and tax (PPh 21).
  • Develop and update HR policies, SOPs, and employee handbooks.
  • Support audits, inspections, and KARS accreditation-related HR requirements

Compensation & Benefits

Training & Development

  • Identify training needs in collaboration with department heads.

HR Systems & Reporting

  • Implement and manage HR Information Systems (HRIS) for attendance, leaves, and performance.
  • Provide regular HR reports to management on staffing, turnover, and HR metrics.

Selection Criteria

  1. Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or related field.
  2. 5+ years of HR experience, preferably in the healthcare or hospital sector.
  3. Strong understanding of UU Ketenagakerjaan, BPJS regulations, and KARS accreditation standards.
  4. Excellent communication, negotiation, and conflict-resolution skills.
  5. Proficiency in Bahasa Indonesia and English.
  6. Familiarity with HRIS systems and Microsoft Office tools.

Preferred:

  1. Experience working in an accredited hospital (KARS or JCI)
  2. Certification in HR (e.g., CHRP) or Industrial Relations
  3. Experience in handling change management or HR digitalization
