The Position :

Reporting to the President and CEO, the Vice President, Healthcare and Group Benefits is responsible for the planning, development and effective execution of advocacy efforts and the development of industry best practices related to the industry’s activities in group benefits. This role is also responsible for providing strategic oversight and management of the CLHIA’s long-term healthcare strategy.

The Vice President will be an important member of the senior management team contributing to the develop of CLHIA’s strategic goals and objectives as well as the overall management of the organization.

What you will be working on :

This role has two broad areas of responsibility :

  • Provide leadership to various committees and working groups related to all aspects of the industry’s group benefits business. Work closely with members and other stakeholder groups to build consensus on industry policy positions. This includes facilitating and managing the relevant committees and working groups in the group benefits area.
  • Accountable for the CLHIA’s multi-year healthcare strategy with a goal of presenting the industry as a valued partner in providing Canadians with health care solutions and to transition the industry from “reactive and defensive” to “proactive and engaged.”
  • Contribute to a favourable regulatory / legislative environment by developing effective channels and building effective working relationships. This includes :
  • Reaching out to appropriate elected and non-elected members of government and regulatory bodies at the federal and provincial level and educating on the industry's issues and concerns
  • Understanding government / regulatory priorities and processes and meeting with the key players in person.
  • Preparing appropriate written submissions or other communications to advance industry positions.
  • Coordinate and prepare agendas as well as thought leadership for all areas of responsibility. Develop and maintain favourable relationships with industry players, both within CLHIA’s membership and other industry-related "allies". This includes key players in standard setting bodies (Healthcare provider colleges; PMPRB, PCPA, Canadian Drug Agency etc.) and healthcare related advocacy groups (CPhA, NPAC, IMC etc.) and other industry allies (pharmacy, PBMs, TPAs etc.).
  • As a member of the CLHIA Management Committee, contribute to the CLHIA strategy and operational plans to attain broader corporate objectives and priorities. This includes contributing to the effective governance of CLHIA by liaising with the Board and preparing briefing materials for Standing Committees, collaborating with and contributing expertise to other departments, and leading cross-functional teams to advance the effective operation of the CLHIA or CLHIA initiatives.
  • Contribute to a favourable image of the life and health insurance industry as the subject matter expert for healthcare strategy and group benefits files by effectively communicating and promoting the industry’s interests with stakeholder groups, government and regulatory bodies. Act as spokesperson as required with news media. Represent the CLHIA in public forums to ensure industry’s policy positions are advanced and participate in speaking engagements / presentations and public forums to increase awareness and raise the CLHIA’s profile.
  • For strategic initiatives, establish confidential and non-confidential relationships / vendors on behalf of members on operational and / or service matters to advance the advocacy efforts for the industry
  • Develop the annual work plan (priority files and schedule) and budget for the department.
  • Ex Officio member of the Board of Directors of the Canadian Drug Insurance Pooling Corporation (CDIPC)
  • Participate on all relevant committees (CD Howe Health Council, Canada Health Infoway, Health Canada orphan drug advisory group etc.) to keep abreast of emerging developments and to influence the development of standards and regulations in Canada and internationally.
What you will bring :
  • 10 years of relevant and progressive leadership experience within Life and Health Insurance industry
  • Honours Bachelor’s degree
  • Fellow Life Management Institute (FLMI) and / or Certified Employee Benefits Specialist (CEBS) are assets
  • Ability to meet the qualifications required to register as a lobbyist
  • Strong analytical and problem-solving skills
  • Advanced written and verbal business communication skills
  • Demonstrated ability to collaborate effectively to deliver on organizational goals
  • Proven ability to meet tight deadlines while multi-tasking
  • Bilingual (English, French) language skills would be an asset
