Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

The Director, Supply Chain Management (SCM) will join a well-established, highly collaborative team of professionals, to lead a group of staff to provide organizational leadership, direction, and guidance for all supply chain responsibilities, while ensuring the strategy and actions are aligned with the company’s standards. Trans Mountain is looking for a passionate leader and innovative thinker who brings energy, pedigree, gravitas, with an ability to identify alternative supply chains. The ideal candidate brings a breadth of international supply chain experience and will be able to draw on the skills and expertise of their team and the broader Trans Mountain network to advance the overall SCM strategy.

Reporting to the Senior Vice President, Finance and Treasury, the Director, Supply Chain Management is responsible for directing and providing governance in Supply Chain Planning, Contract Management, Procurement, Logistics and Material Management activities. Overseeing millions of dollars in contracts, this individual will be responsible for executing the overall strategy for SCM as well as directing the personnel within this department to deliver on the strategy. The Director SCM will be responsible for developing and executing a supply chain service model that supports Trans Mountain’s business requirements and fosters relationships with internal customers, vendors.

Key Responsibilities :

  • Lead the effort to execute on the SCM plan and service delivery model for Trans Mountain.
  • Lead, direct, mentor and develop the SCM team ensuring the delivery of workload priorities, performance, and behavior of a high functioning team.
  • Oversee analysis of supply chain effectiveness, vendor / supplier risk, and vendor / supplier performance.
  • Responsible for providing continuous improvement opportunities for the development of procurement and contracting strategies and follow through on strategies to leverage spend, improve processes, determine new supply, and identify and develop opportunities for strategic alliances and / or long-term vendor / supplier and contractor relationships.
  • Develop and maintain a service level expectation that is measurable and cost effective while continuing to foster sound business relationships with internal customers, suppliers, clients, vendors, contractors, other industry contacts and employees through training, advice, and support.
  • Solicitation of bids for materials and services, commercial evaluation of bids and selection of the successful bid with collaborative input from the applicable internal customer.
  • Ensure supply chain policies, procedures, systems and templates are standardized, effectively implemented and comply with legal requirements including the Fighting Against Forced Labour and Child Labour in Supply Chains Act.
  • Ensure that requisitions and Terms & Conditions for purchase orders and contracts for materials and contracts for services adequately protect the interest of Trans Mountain.
  • Work collaboratively with legal, project management and operational teams to negotiate or interpret purchase orders and contract terms and conditions so risk to Trans Mountain is mitigated and the best value is achieved.
  • Ensure orders are adequately documented, requirements are adequately specified, orders are expedited to meet business requirements, quality control inspection is arranged as appropriate, arrangements for logistics are adequate to protect material in transit and are cost effective, and that customs and brokerage services are administrated effectively.
  • Responsible for building relationships with all internal customers to ensure they are effectively utilizing the Trans Mountain Supply Chain Management department, and the department is providing the level of service expected.
  • Responsible for building vendor and contractor supplier relationships that are key to Trans Mountain to obtain / negotiate the best overall value, support, and service.
  • Identify and implement strategies for key corporate services such as fleet, travel, and facilities to align with business needs and achieve best overall value, support and service.

Professional Experience and Qualifications :

  • An undergraduate degree with a Supply Chain Management Professional designation (SCMP) combined with 10 to 15 years of directly related experience, work history in supply chain should be within the energy / pipeline industry executing on large projects.
  • Must be a proven leader of people possessing strong management and demonstrated leadership skills.
  • Superb communication and interpersonal skills; including the ability to foster and work in a team environment; both within the Supply Chain department and as part of operational and functional teams.
  • Excellent problem solving and negotiating skills, which are driven by a win-win mind set. High level Project Management skills, exceptional analytical and prioritization skills.
  • Knowledgeable in contract and bid law, bidding process and contract management strategies.
  • A thorough understanding of material / inventory management, experience with customs and excise is preferred.
  • Demonstrated commercial / technical reading and writing skills, exceptional negotiating skills.
