Responsibilities
- Be part of a multi discipline team.
- Constantly identify bottlenecks for progress on construction and proactively take action to resolve them.
- Monitor coordination of interfaces between the EPC Contractors and provide clarifications and guidance on resolutions of conflicts arising during execution.
- Supervise construction as per approved IPMT organigram for SITE.
- Coordinate with COMPANY’s operations for the easement of construction activities and interfaces.
- Review various completion documentation (e.g., Mechanical Completion Dossiers) to ascertain proper compilation and certification.
- Ensure that all procedures for construction drawings, risk assessments, permits, NOC’s, environmental restrictions studies, JSA / FRA’s and safety reviews are in place and adhered to during all project phases.
- Protect Company interests through implementation of contract requirements, regulations, and sound execution / construction practices, following HSSE and quality norms.
- Coordinate the “Right First Time” start-up concept.
- Coordinate the handover of final PROJECT documents to COMPANY.
- Coordinate the clearance of punch list items.
- Surface a working understanding of AWP (Advanced Work Packages) as utilized on the project.
- Review and provide input to the overall construction plan, procedures and construction requirements identified in the EPC Contract to ensure constructability.
- Review construction organisation and manning; review construction plans and detailed procedures; review tie-in philosophy, tie-in packages and relevant procedures.
- Demonstrate hands-on experience in Oil & Gas, Petrochemical plants.
- Monitor EPC Contractor’s allocation of construction resources to meet the construction program and recommend corrective actions for shortages that may impact the program.
- Ensure all construction procedures, method statements and Inspection & Test Plans are issued as final approved documents before starting related work.
- Monitor and manage inspection of the construction work performed by the EPC Contractor and subcontractors to verify compliance with approved procedures, specifications and quality standards.
- Ensure work is performed in strict compliance with safety procedures and requirements.
- Ensure EPC Contractor mobilizes required representatives of VENDORS and/or LICENSORS to support construction activities.
- Monitor progress of work at SITE against the PROJECT Schedule.
- Monitor development of punch lists and close out listed items as works progress.
- Ensure EPC Contractor provides all reports and test records as per EPC Contract provisions.
- Be fully conversant with the HSEQ plan.
- Review Mechanical Completion / Pre-commissioning Manual.
- Review Contractor’s request for issuance of Mechanical Completion Certificate(s) and advise Management on acceptability.
- Participate in inspection, site installation, site acceptance tests and endorse inspection and test reports confirming adherence to project specifications and applicable international codes and standards for specified systems.
- Participate in Borouge corporate responsibilities and align with Borouge Mission, Values, and related objectives.
- Maintain awareness of corporate Health, Safety & Environment (HSE), Sustainability, Energy Management, Ethics & Regulations, and Quality Management policies relevant to the role.
- Participate in site HSE / Quality Audits and coordinate with EPC team to ensure compliance and close out.
- Participate in Constructability sessions and ensure close out and implementation; participate in SIMOPS sessions during construction and implementation by the EPC Team.
Qualifications
- Degree / Diploma in Electrical Engineering from a reputed institute / university
Communications & Working Relationships
- Internal: Works closely with CM; liaise with IPMT project management and company management on IPMT-related aspects; coordinate with Borouge operation team; other assigned IPMT personnel.
- External: Liaises with counterparts in EPC Contractor.
