To support CLEAR's project teams by managing the preparation of BOQs, coordinating with contractors and suppliers, drafting and reviewing contracts, handling contractor payments and closeouts, creating and updating schedules (Primavera), and generating high-quality monthly project reports. This role is pivotal to ensuring that CLEAR projects are delivered on time, within budget, and in compliance with contractual obligations.
Key Responsibilities:
- Quantity Surveying & Procurement Coordination
- Prepare detailed Bills of Quantities (BOQ) based on final drawings and project scope
- Conduct site quantity take-offs for cost planning and tendering purposes
- Coordinate with suppliers and subcontractors to obtain quotations, negotiate pricing, and maintain an up-to-date database of unit prices, vendors, and materials.
- Evaluate material and labor pricing trends and provide market insights to support procurement decisions
- Contract Creation & Administration
- Draft, review, and finalize subcontractor and supplier contracts, ensuring compliance with project requirements and legal standards
- Identify and incorporate appropriate terms and conditions related to scope, payments, variations, claims, and close-out
- Maintain a contract tracking system including logs of signed agreements, key deliverables, milestones, and expiration dates
- Ensure that contract obligations are clearly communicated to all stakeholders and implemented on site
- Contractor Payment Management
- Evaluate and validate contractor monthly invoices against progress on site and BOQ
- Coordinate with site supervision and technical teams for progress confirmation and physical verification
- Maintain a clear payment tracking system, including retention, variations, advance recovery, and milestone-based payments
- Support finance and project managers in ensuring timely, accurate, and justified payments to vendors
- Contractor Closeout & Final Accounts
- Manage the contractor closeout process, including final BOQ reconciliation, variation settlement, retention release, and handover documentation
- Coordinate with technical and QA/QC teams to ensure all deliverables and punch lists are completed prior to closing accounts
- Prepare final accounts and closeout reports for sign-off
- Project Scheduling (Primavera Preferred)
- Develop baseline project schedules using Primavera P6 (preferred) or MS Project
- Update progress periodically, analyze deviations, and propose recovery strategies as needed
- Coordinate with site teams and discipline engineers to validate progress and logic adjustments
- Prepare and maintain S-curves, resource histograms, and critical path reports
- Reporting & Documentation
- Lead the preparation and enhancement of monthly project reports, covering schedule status, cost reports, procurement tracking, and key project risks
- Review and improve input from different disciplines (architectural, MEP, structural) to produce a unified and professional report format
- Ensure timely submission of reports to internal and external stakeholders
Additional Responsibilities:
- Support tender evaluations and technical bid analysis
- Prepare and update internal cost benchmarks and productivity norms
- Assist in defining standard operating procedures (SOPs) for cost, time, and contract management under the Project Support Division
- Coordinate with the Design and Supervision teams for seamless integration of support services
- Maintain digital records and backups for all controlled documents (BOQs, contracts, schedules, reports)
Requirements
- Bachelor's degree in Civil Engineering, Quantity Surveying, or Construction Management
- Minimum 5-10 years of progressive experience in quantity surveying, contract administration, and planning
- Proficient in Primavera P6, MS Excel (advanced), and document management systems
- Experience working with FIDIC or similar standard contract forms
- Excellent communication, coordination, and problem-solving skills
- Fluent in English (Arabic is an advantage)
Preferred Candidate Profile:
- Experience in both consultant and contractor environments is a plus
- Strong organizational and multi-tasking skills to handle multiple projects
- Detail-oriented with an ability to foresee risks in schedule and cost performance
- Professional certifications such as PMP, MRICS, or CCP (Certified Cost Professional) are advantageous
