Requirement
- Degree in any Engineering / Science / Facilities Management or another technical field of study.
- At least 8 years of O&M experience in the Facilities Management industry, including at least 5 years managing buildings in a leadership role and 2 years in a critical facility.
- Strong written and oral communication skills in English are mandatory; ability to converse/communicate in writing in Mandarin is an added advantage.
- Demonstrated work experience as an internal auditor enforcing ISO compliance.
- Highly familiar with O&M related MEPF system jargon (e.g., ACMV, CDA, CRAC, TX, etc.) and units of measurement (e.g., PPM, PSI, etc.).
- Self‑driven, innovative, and able to independently drive assigned tasks to satisfactory completion in an output‑based environment.
- Willing to be on standby and respond outside of office hours.
Responsibility
Job Purpose
In this role, the successful applicant will function as part of the on‑site team to ensure timely and quality deliverables of services rendered by OCS to its client. The applicant will serve as the focal point accountable for building services that cover the following systems:
- Security: CCTV, Access Control, Electric Fence, Boom gate, etc.
- BAS/BMS: Building Automation System and Building Management System.
- Vertical Transport: Lifts, Elevated Work Platform, dock levellers.
- Fuel Systems: Fuel Tanks, Fuel Filtration.
- Domestic Water: Plumbing and sanitary, external piping, rainwater systems.
- Utilities: MEP systems associated with the building common areas (note: accountability for PPM completion of critical systems such as UPS, HT Tx, CRAC, etc., as well as Fire Fighting and Protection will primarily be under the purview of a Technical FM. Building Manager will play a supporting/coordination role).
- Compliance: Process owner to ensure statutory, regulatory and client processes are conformed to at all times.
Key Responsibilities / Accountabilities
- Comply with client’s process flows on PPM and Reactive Maintenance (RM).
- Develop and/or review Method of Procedure (MOPs) documents for equipment and systems for which PPM or RM is to be executed, collaborating closely with internal team members and client representatives.
- Ensure PPM schedules are followed, providing justification for any disputes that occur.
- Conduct regular safety inspections and risk assessments.
- Maintain updated SOPs, EHS policies, and emergency procedures.
- Conduct root‑cause analysis after incidents and coordinate with authorities during incidents.
- Manage, track and deliver timely outcomes of both OCS‑appointed and client‑managed vendors.
- Collaborate with internal team members to ensure internal (OCS) and external (client) documentation processes are always adhered to, working closely with the work‑planning team.
- Function as a “3rd eye” to support fellow engineers in reviewing documents and/or PPM activities related to critical systems.
- Actively participate in any shutdown and/or major activity that may only be allowed to take place on weekends or public holidays.
- Liaise with client representatives and relevant authoritative bodies for necessary permits and/or license renewals (e.g., BOMBA for FC renewal, ST for electric fence licence, etc.), ensuring statutory and regulatory compliances are periodically updated.
- Prepare daily/weekly updates and monthly report summaries as necessary, requiring daily site walks and verification (refer point no. 5 above) as part of the preparation process.
- Establish and maintain inventory listing of critical spare parts, liaising with Admin Executive, HQ Procurement and client representatives as necessary to maintain stock balance.
