Primary Duties

The purpose of this position is to plan, organize, direct, and evaluate the activities of the multi‑disciplinary staff of the Commission’s Energy Planning Unit to ensure that Commissioners have the information necessary to make informed regulatory decisions in an orderly and timely fashion. The general areas of focus of the Unit are related to gas and electric utility resource planning, resource adequacy and acquisition, reliability, regional energy market impacts, and related state and federal policy implementation and compliance (e.g., Natural Gas Innovation Act, Carbon Free Standard, Eligible Energy Technologies). The Planning Unit coordinates closely with the Regional Energy Program, Economic Analysis, Financial Analysis, and Energy Infrastructure Permitting.

Please Note

This career opportunity is based at the PUC offices in St. Paul, MN and is not available for full‑time remote work. This position will be required to work onsite or in‑person for at least 50% of scheduled workdays each month (including travel and off‑site meetings). Completion of a telework agreement will be required.

Experience

Seven (7) years of professional‑level experience related to electric or natural gas utility services with a focus on regulatory and energy planning issues.

  • Successful completion of the State of Minnesota’s Emerging Leadership Institute (ELI) or Senior Leadership Institute (SLI) or an equivalent leadership program may substitute for one year of advanced professional experience.
  • Master’s degree in public utility regulation and/or economics related field may substitute for 18 months of experience.
  • Doctorate degree in public utility regulation and/or economics related field may substitute for two years of experience.
In Addition To The Above, Applicants Must Have
  • Demonstrated extensive knowledge of utility rate regulation and utility planning, modeling, and operations including rules, decisions, practices, and procedures.
  • Demonstrated ability to lead and mentor a team.
  • Experience as a lead worker providing guidance to professional staff.
  • Ability to comprehend and correctly apply, interpret, and analyze complex written material and energy modeling results and assumptions.
  • Human relations skills and cultural sensitivity sufficient to establish effective relationships with various regulatory agencies and staff. Ability to work effectively with public utility companies, energy industry stakeholders, the general public, and diverse communities.
  • Effective and persuasive written and oral communication skills sufficient to present material to decision makers and be an effective public speaker in formal proceedings and briefings.
Preferred Qualifications
  • Experience in a supervisory position.
  • Experience with energy market simulation models (e.g., Plexos, Encompass, Aurora); ideally, mentoring staff or colleagues.
  • Demonstrated project management skills.
  • Demonstrated subject matter expertise in gas and electric utility planning, regional energy markets, gas‑electric coordination needs, resource adequacy and reliability, state and federal jurisdiction.
  • Experience leading on, or contributing to, internal organizational initiatives.
