Job summary

A leading HR consultancy in Surabaya is looking for an HR Manager to develop and implement HR policies in compliance with Indonesian labor laws. This role involves managing recruitment, performance appraisals, and employee relations. Candidates should have at least 5 years of HRGA experience, a Bachelor's degree in HR or related fields, and strong knowledge of HRIS systems and compliance reporting. Job description
Responsibilities
  • Develop and implement HR policies aligned with company strategy and Indonesian Labor law
  • Lead recruitment, onboarding, and talent development initiatives
  • Manage performance appraisal systems and career progression frameworks
  • Oversee payroll, BPJS, tax reporting, and employee benefits
  • Handle industrial relations, grievance resolution, and disciplinary procedures
  • Maintain employee records and ensure compliance with manpower regulations
  • Coordinate training programs and competency development aligned with project needs
  • Manage office administration, asset tracking, and vendor coordination
  • Oversee facility management and support remote/hybrid work infrastructure
  • Ensure compliance with health, safety, and environmental regulations
  • Handle company legal documentation, permits, and certifications
  • Manage travel arrangements, vehicle operations, and logistics support
  • Coordinate procurement and inventory of office supplies and equipment
  • Liaise with external agencies, government bodies, and service providers
Requirements
  • 1. Bachelors degree in human resources, Psychology, Business Administration, Law, or related field
  • 2. Minimum 5 years experience in HRGA roles, preferably in engineering, construction, infrastructure, or consultancy
  • 3. Proven experience managing HR operations, GA functions, and regulatory compliance
  • 4. Strong understanding of Indonesian Labor Law (UU Ketenagakerjaan, UU CiptaKerja)
  • 5. Experience handling BPJS Ketenagakerjaan & BPJS Kesehatan administration
  • 6. Demonstrated ability to manage recruitment, onboarding, performance management, and employee relations
  • 7. Experience managing office administration, vendor management, and facility operations
  • 8. Strong knowledge of HRIS systems, payroll processes, and attendance management
  • 9. Ability to draft and implement HR policies, SOPs, and employment contracts
  • 10. Familiarity with company permits, legal documentation, and compliance reporting
  • 11. Experience coordinating health, safety, and environmental (HSE) requirements
  • 12. Strong documentation, reporting, and record-keeping skills
  • 13. Excellent communication and interpersonal skills
  • 14. Strong leadership and team‑management capability

  • 29. Experience with HR analytics, dashboards, or workforce planning

  • 31. Knowledge of OSS RBA, NIB, company licensing, expatriate permits (RPTKA, Notifikasi)
  • 32. Experience handling industrial relations, bipartite negotiations, or dispute resolution
  • 33. Understanding of ISO standards (ISO 9001, ISO 22163)
  • 34. Familiarity with audit preparation (internal, external, compliance audits)
  • 35. HR Professional Certifications (HPI, BNSP, SHRM, CHRP, etc.)
