Your team

You will be part of the Business Partnering Division in the Directorate General Human Resources. Our Directorate General has over 100 staff providing professional services to more than 5,000 employees at the ECB. We strive to deliver data-driven solutions that inspire, and together we enable ECB employees to excel every day.

Our Division is responsible for interactions between Human Resources (HR) and the rest of the organisation. Our designated HR Business Partners provide strategic advice to leaders in ECB business areas, while the Talent Acquisition team is responsible for sourcing strategies and recruitment. We support employees throughout their career journey via our Employee Partner function and we engage with staff representatives and employee/business networks via the Staff Engagement Hub.

In your role as an HR Business Partner, you will be part of a team of colleagues acting as strategic partners for leaders in assigned business areas, working in close collaboration with Employee Partners and the Talent Acquisition team. HR Business Partners also act as agents of change, proactively bringing the ECB’s “people strategy” to life and bringing the needs of the business areas they serve to the forefront of the HR agenda.

Your role

As an HR Business Partner you will:

  • provide strategic advice to your clients and, together with them, lead strategic initiatives aimed at enhancing organisational performance, such as workforce planning, leadership and staff development, talent management, organisational design, succession planning, staff engagement and well-being;
  • build strong collaborative relationships with leaders at all levels in your assigned business areas to become a credible and trusted partner;
  • collaborate with relevant specialist teams both within HR and in other business areas, not only to deliver a holistic approach to the full suite of HR services but also to improve and streamline policies and processes;
  • participate in and contribute to a flow of information within HR that fosters a better understanding of specific business needs, working together to turn issues into opportunities;
  • draw on your extensive HR knowledge to share best practices and market trends, creating innovative solutions for people management and business decisions;
  • provide a broad range of metrics, analysis and reporting to your business areas;
  • together with our Diversity and Inclusion Ambassadors, drive the inclusion and diversity agenda of each business area across all HR levers (talent, reward, culture, learning, etc.) to create an inclusive culture in which every employee feels valued for their uniqueness and can maximise their impact.

Our HR Business Partners act as key account managers, business leaders and strategic advisers, and are expected to demonstrate a project manager mind-set.

Qualifications, Experience And Skills

Essential:

  • a master’s degree or equivalent, preferably in human resources management, occupational psychology, organisational behaviour, employment relations, business administration, law or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, at least three years of in-depth, hands-on HR experience, preferably as an HR business partner, employee partner or talent acquisition partner or in a similar role, in fields such as workforce planning, talent management, leadership development, succession planning, career development, coaching and organisational and/or business strategy design;
  • negotiation and interpersonal skills, with the ability to think strategically, and an innate interest in understanding business drivers, enabling leaders to add value;
  • business acumen and an ability to build and maintain genuine relationships with a multitude of stakeholders and business leaders at various levels of seniority, based on mutual trust and respect;
  • familiarity with the use of data to extract insights and translate them into impactful decision-making;
  • a sound understanding of the activities and functioning of a public institution such as the ECB;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages .

Desired:

  • experience of leading projects and other initiatives as well as of change management and driving change;
  • coaching or counselling experience;
  • hands-on experience in facilitation, organisational design and/or business strategy design.

You signal any need for change by explaining it and proposing alternative solutions. You analyse complex information effectively and can evaluate different views to arrive at solutions. You know and anticipate stakeholder needs.

Further information

The formal title for this position will be HR Solutions Expert.

The contract offered will be short-term ESCB/IO, the appointment being until end of December 2026, extendable to up to 36 months. Candidates must have a contract of employment with their home institution for a period of at least one year beyond the duration of the ECB contract being offered.
