DBS has recently undertaken a review of its operational locations in the North West, and have consolidated all activities in Norcross, Blackpool. A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job Description

This post is the central support and lead for crisis management and Business Continuity for the organisation, providing direction on continuity measures and activity as well as administrative support during a crisis.

There are three key areas that the post provides enterprise level support and analysis on, Business Continuity, Incident Management, and Crisis Management.

Business Continuity at the strategic level requires setting of the strategy and approach to continuity for the organisation, outlining requirements for exercising, undertaking lessons learned, leading on strategic exercises, advising the organisation on Business Continuity developments and compliance and assurance with JSP 503 Defence Manual of Resilience and British Standards.

Crisis Management at the strategic level requires setting of the Crisis Management Strategy, including the outline of Gold Command, testing, acting as lead administrative oversight during a crisis, manning the Emergency Advice Line, and leading on lessons learned activity following the closure of the crisis.

Incident Management at the strategic level involves analysis over incidents to identify any trends, supporting black swan data sharing with the Enterprise Risk Lead, identification and review of controls where incidents occur regularly to understand root cause and how this can be addressed, ensuring reporting of incidents that fall outside of the Functional area reporting tools (e.g. security, safety, IT) are captured in business area risk registers. This role does not lead on resolution of incidents in an incident management capacity, these are covered by the appropriate business and Functional areas as stipulated in policies.

This role also currently oversees the Operational Performance & Planning Tool and process, including the input of data from reporting areas, provision of secretariat capability from within the team to the Delivery Working Group, and a weekly service line narrative to the Chief Operating Officer.

Key Responsiblities

Key Responsibilities For The Role Are:

  • Lead on the production and maintenance of the DBS Business Continuity Strategy;
  • Lead on the production and maintenance of the DBS Pandemic Strategy;
  • Lead on the production and maintenance of the DBS Crisis Management Strategy;
  • Lead on the production, maintenance, and assurance over the DBS Business Continuity Exercise Strategy, forming an annex to the DBS Business Continuity Strategy;
  • Lead on exercises and tests on DBS Business Continuity and Crisis Strategies;
  • Lead on maturity assessments, reporting, and monitoring against Business Continuity and Crisis Management requirements as part of the maturity assessment process in DBS;
  • Represent DBS as the Business Continuity Lead in governance forums;
  • Lead second line assurance activity over compliance with Business Continuity and Crisis Management elements of JSP 503 Defence Manual of Resilience;
  • Lead on activities relating to Business Impact Analysis, including developments in line with industry agile resilience best practices, British Standards and Governmental developments. Analysing information against wider organisational documentation including the service catalogue, to identify gaps;
  • Analyse planned exercises at tactical, operational, and system level to identify potential opportunities for collaborative testing;
  • Leading on lessons learned reviews from disruptive events and exercises;
  • Act as lead administrator for crises, ensuring effective storing and retention of information is maintained during the crisis, along with clear actions and risk capture with the Risk Assurance AH;
  • Analyse Incidents from across the organisation, accessing incident specific systems to identify trends, reporting on areas and risks to support resilience;
  • Undertake horizon scanning to identify disruptive events which could result in an incident or crisis occurring, including natural causes e.g. weather;
  • Lead on the creation and maintenance of Memorandums of Understanding for Business Continuity plans at a strategic level, consolidating needs from across tactical and operational plans ensuring understandings are in place on the level of support required from other sites;
  • Lead on service line resilience, including analysis on data provided from business areas on the Operational Performance and Planning Tool;
  • Engage with project teams to identify areas where systems, locations, or other elements, will be down for a period due to implementation of changes, taking advantage of these to promote testing of continuity plans and identifying areas of improvements;
  • Act as the Subject Matter Expert for Business Continuity and Crisis Management for the organisation, attending exercises as an independent, including plan reviews, capturing feedback and areas for improvement;
  • Lead the manning of the DBS Emergency Advice Line, initiating contact with Head of Establishments and key personnel in line with the appropriate response required from the reported incident.

Business Continuity qualification e.g. CBCI
