Job Summary

Reporting to the Climate Action & Sustainability Manager, the Energy & Sustainability Specialist plays a key role in coordinating the implementation, monitoring and reporting on progress on the Tsleil-Waututh Nation (TWN) energy management plan, energy and greenhouse gas reductions targets and other climate action initiatives.

Duties And Responsibilities

Technical Support:

  • Provides technical support for building energy retrofits by reviewing energy audits, energy modelling reports and energy step code compliance checklists, and providing advice on TWN Building Energy Policy compliance.
  • Coordinates data collection, tracking and monitoring of TWN building energy consumption data to assess energy use trends, energy and greenhouse gas (GHG) emissions reductions and for energy benchmarking.
  • Recommends energy efficient housing mechanical (HVAC) system specifications for contractors and mechanical based on rebate eligibility lists and recommends system maintenance instructions for household occupants.
  • Coordinates household energy rebate applications and submissions including review of contractor invoices, coordination of contractor registration for CleanBC programs, ensuring rebate eligibility of mechanical systems installed and connecting with rebate funding agencies.
  • Prepares work plans and progress reports on energy management and energy efficiency improvements.
  • Collaborates and works with TWN’s Housing and Permitting teams, TWN’s Energy Advisor and TWN housing contractors on a regular basis.
  • Supports the work of consultants working for the Climate & Energy Management team.
  • Compiles and assesses data on community-wide energy consumption and renewable energy generation.
  • Supports exploration of new renewable energy systems for the TWN community and expansion of the TWN electric vehicle (EV) charging infrastructure and EV readiness.
  • Supports implementation of the TWN Community Energy Plan, as well as energy efficiency objectives and policies in the Land Use Plan Bylaw and Comprehensive Community Plan.
  • Coordinates and supports TWN community engagement events and activities to learn from community knowledge, to build awareness and to inspire action towards achieving community energy efficiency, greenhouse gas reduction targets and climate action.
  • Prepares communications and connects with community members at engagement events about local community wide and household low carbon and energy efficiency updates and opportunities, GHG and waste reduction strategies.
  • Keep up to date on community-wide, and building energy related training, legislation and best practices.

Administrative Support

  • Attends energy management meetings/workshops and participates in training to grow skills and capacity.
  • Mentors and helps build education and local experience with energy efficiency, renewable energy, low carbon resilient opportunities.
  • Supports the development of grant applications to advance TWN’s energy management and climate action goals and objectives.
  • Connects with First Nations and other external contacts to learn from and share information about energy efficiency, greenhouse gas reduction and climate action opportunities.
  • Connects with utility and funding agencies and completes quarterly work plan updates.
  • Other duties as assigned/required.

Qualifications

Required:

  • Bachelor’s degree in a related field such as Building Sciences, Engineering or Applied Sciences.
  • A minimum of 3 years of working experience in building energy management. Certification as Registered Energy Advisor (REA) or LEED professional is an asset.
  • Sound knowledge and experience with implementing the BC Energy Step Code and Zero Carbon Step Code.
  • Knowledge of the B.C. Building Code in relation to the Energy Step Code and Zero Carbon Step Code is an asset.
  • Building energy modelling and/or building energy science certificates is an asset.
  • Strong project management skills. PMP designation is an asset.
  • An equivalent combination of education, training and experience may be considered.
  • Experience with designing and leading community engagement in energy related work.
  • Sound interpersonal and teamwork skills with ability to build and maintain strong working relationships with internal and external contacts.
  • Sound knowledge of community energy planning, renewable energy systems and greenhouse gas emissions reduction strategies.
  • Understanding of the culture and values of Tsleil-Waututh Nation and Coast Salish Peoples.
  • Proficient with computers, Microsoft Office suite (Word, Excel, Outlook, PowerPoint), project management, building energy modelling and energy benchmarking tools.
  • Must have valid driver license (BC Class 5) and satisfactory driving record.
  • Criminal records check (vulnerable sector).

Preferred

  • Previous experience working with a First Nations is preferred.

Knowledge, Skills, & Abilities

  • Understanding of the current and historical culture of Tsleil-Waututh Nation and Coast Salish Peoples.
  • Self-starter who is comfortable working in the office as well as remotely, via online platforms, and supporting a distributed team.
  • Good organizational, problem solving and analytical skills, and attention to detail.
  • Good oral and written communication skills to build and maintain strong working relationships with internal and external contacts.
  • Demonstrated flexibility, creativity and cooperation in adapting to changing work plan priorities.
  • Ability to solve practical problems and engage with the community in a culturally appropriate manner.
  • Ability to work in a fast-paced environment, and to manage work plan to meet given deadlines.
  • Demonstrated patience, understanding, willingness to share information, and openness to learning and training opportunities.
  • Knowledge and appreciation of BC Indigenous cultures, and ability to work in a dynamic cross-cultural setting.
  • Strong personal interest in energy management, climate action and community sustainability.
  • Positive attitude and strong work ethic.

Working Conditions

Physical Demands

  • Significant desk work with long periods of sitting and manual dexterity activities (keyboard operations).
  • Occasional field work in variable weather
  • May have to do some light lifting of supplies and materials from time to time, up to 20 lbs.

Mental Focus

  • The office may be noisy and busy making it difficult to concentrate.
  • May have to manage a number of tasks at one time and may be interrupted frequently to meet the needs and requests of community members, guests, visitors and staff.
  • Stress may be caused by tight deadlines, quick problem solving, and the variety of tasks and the volume of the workload at any given time.

Environmental Conditions

  • Handle highly sensitive and confidential information.
  • Engagement with membership, staff, management and external contacts.
  • Occasional evening and weekend hours
