I. Scope And Summary Of Primary Responsibilities
The Manager, Healthcare Operations, is a member of the provincial management team responsible for the day-to-day leadership of the region. The Manager oversees services and operations for all VLRC programs within the region and serves as a spokesperson and representative for the region, its staff, and services.
The Manager ensures that people who are blind or partially sighted have timely access to high-quality and sustainable VLRC services and programs. This is achieved by developing and maintaining strong relationships with stakeholders, guiding and supporting a team of certified vision rehab professionals, ensuring compliance with policies and standards, monitoring departmental performance, and developing regional operational plans aligned with VLRC's provincial strategy.
II. Essential Functions
Operations
- Serving as a spokesperson and establishing a high profile throughout the region to raise awareness of VLRC's purpose and needs.
- Serving as the key contact for community relationships and integrating VLRC services into healthcare strategies.
- Developing and maintaining relationships with agencies, consumer groups, media, funders, government contacts, community professionals, and volunteers.
- Building professional partnerships with ophthalmologists, optometrists, and primary eye care professionals for effective coordination and referrals.
- Overseeing daily operations of VLRC offices.
- Collaborating with management and staff to coordinate client services and resources.
- Providing supervision to direct reports, including hiring, performance evaluations, leave approvals, expenditure approvals, and discipline as needed.
- Ensuring staff professional development and training.
- Monitoring budgets for service delivery across the region.
- Negotiating and monitoring fee-for-service contracts with third-party payers and organizing workshops and presentations.
Client Services
- Developing and implementing effective service delivery systems and programs in consultation with the Executive Director.
- Monitoring KPI efficiency, staff caseloads, and waiting lists.
- Recommending new programs and initiatives to meet client needs.
- Coordinating all VLRC service issues within the region.
- Developing and monitoring the operating plan and annual budget.
- Researching and preparing proposals and reports on regional services.
- Identifying staff training needs and facilitating training workshops.
- Supervising client file maintenance in accordance with standards.
- Ensuring compliance with documentation standards.
- Distributing relevant materials and conducting staff meetings.
- Participating in presentations and coordinating regional meetings.
- Attending meetings with consumer organizations and funders.
Relationships
- Providing change management and leadership support.
- Leading through influence the clinical expertise of vision loss rehabilitation therapy.

- Knowledge of budget preparation and regional office management.
- Proficiency in MS Office applications.
- Knowledge of adaptive technology is an asset.
- Experience in the not-for-profit sector and vision loss field is preferred.
