Project Overview

Technical Assistance for the 11th EDF Intra-ACP Natural Disaster Risk Reduction Programme

Brief description of the project: The objective of the DRR Programme is to contribute to reducing the impacts of disasters, including those related to climate change and biological hazards, and increase resilience in OACPS countries. The technical assistance (TA) team supports the Secretariat of the OACPS and DG INTPA F1 with coordinating the overall programme implementation, including monitoring and reporting, knowledge management, communication and visibility, and strategic dialogue. It is also responsible for providing demand‑driven and short‑term technical assistance on DRR/resilience to OACPS regional organisations and countries.

DAI is looking for: Senior non‑key Expert in improving regional coordination in Caribbean

Brief description of the assignment: The objective of the assignment is to further strengthen coordination, knowledge management, complementarity, and coherence of Disaster Risk Reduction (DRR) actions across the Caribbean Region. The assignment seeks to enhance strategic alignment between DRRP; EU‑funded initiatives and those of other development partners, while promoting more integrated, regionally coherent approaches to DRR implementation, and knowledge exchange. It also aims to foster stakeholder engagement at regional and national level, improving information flows, and identifying opportunities for synergies and joint actions, ensuring that DRR interventions are better harmonized with local needs and global priorities.

Requirements
Essential Qualifications
  • Bachelor’s degree or higher in Disaster Risk Management, Environmental Studies, International Development or a related field. Relevant certifications or training in DRR, project management, or humanitarian coordination are an asset.
  • Minimum 10 years professional experience in disaster risk reduction/management, climate change, environment or related issues.
  • Demonstrated experience in knowledge management, project mapping, or programme coordination at regional or international level.
  • Demonstrated experience working with EU‑funded programmes and familiarity with EDF (European Development Fund) implementation frameworks would be an advantage.
  • Strong track record of engagement with regional institutions, donor agencies, and multi‑stakeholder coordination platforms in the Pacific region.
  • Excellent analytical and data synthesis skills; ability to identify gaps, overlaps, and strategic linkages across complex initiatives.
  • Strong writing skills for preparing policy and analytical briefs, meeting notes, and success stories for various audiences.
  • Proficiency in English with a strong preference for proficiency in French or other relevant languages (Spanish and Portuguese).

Location: Caribbean region - Homebased with potential missions to countries in the region and Brussels
