KEY RESPONSIBILITIES
  • Develop and implement Talent Management, OD and Training operational plans based on Johannesburg Water’s Business plans and HR Strategy. Take part in Johannesburg Water’s strategic planning process and provide input as required, provide tools, systems to enable effective organisational design for the entity. Support the organisation in the development of the right mixture of skills and staff.
  • Inform senior staff of relevant company information relating to Talent Management, OD and Training, ensure internal and external communication is transparent, relevant and applicable, ensure control systems are in place to measure the most relevant activities and processes for the portfolio, regularly measure and correlate performance against standards. Develop effective and efficient performance standards and tools for the organisation.
  • Develop a talent management strategy and roadmap with programs to support evolving organizational requirements that: enhance the effectiveness of leaders, individuals, and teams; increase organizational capacity; and accelerate service delivery. Lead the Succession Planning, Career and Professional development processes and collaborate with the HRM & Advisory on accelerated development planning. Continually assess the competitiveness of all talent programs and practices against comparable companies, industries and the market.
  • Design and maintain the methodology for creation of positions, job matrix and job profiling. Audit job descriptions for consistency with internal policies and procedures potential strategic or operational changes. Designs job creation and profiling training for managers and HR Business Partners. Cooperate with HRM & Advisory on grading of job positions and assigning the correct optimum salary. Participate in companywide initiatives to enhance Employee Productivity.
  • Formulate a Training and Development Strategies and policies addressing Leadership development, Youth development, Technical / Functional training, RPL / ARPL and Generic training, create tools, resources, and education to enable successful execution of a “Learning Agenda and Culture”, including e-learning, classroom courses, Sub -Ed, workshops, and other trainings.
  • Provide thought leadership in Performance Management process by developing policies and programmes, partner with HRM & Advisory in building capabilities for driving the implementation of a high-performance culture. Stewards the calibration and cascading of performance management objectives to departments, management, and all employees. Ensure goals are set for Talent Management, OD and Training staff and cascade performance management principles to lower levels. Empower staff to function on a full utilisation principle. Develop succession and career plans for the section.
  • Develop and drive the implementation of Diversity, Transformation and Employment Equity strategies, policies and programmes. Identify continuous improvement and sustainability of transformation and diversity practices. Ensure compilation and timeous submission of relevant EE reports to internal and external stakeholders. Oversee the implementation of BBBEE Skills development initiatives to improve performance of this element on the company BBBEE Scorecard.
  • Develop change management processes, tools, models and associated communication platforms to support effective management of change in the business. Serve as a coach and consultant to the entity’s departmental heads and managers as well as other employees on key talent management, organizational design and training matters. Participate in statutory committees.
JOB REQUIREMENTS : ESSENTIAL QUALIFICATIONS AND EXPERIENCE
  • B-Tech or Degree in Human Resources / Psychology / Industrial Psychology / Business or any other related field (NQF 7 Level).
  • Minimum 8 years HR experience in a multidisciplinary organisation of which 5 must be in a management role.
  • The scope of the experience must include at least 3 of the following : Talent Management, Organisational Design and Development, Learning and Development, Change Management, Diversity and Transformation
  • Valid driver’s license.
