Job description

A public sector organisation in the transport sector invites suitably qualified and experienced service providers to submit proposals for the development of a five-year Human Resources (HR) Strategy.

Purpose of the Project

The purpose of this assignment is to appoint a professional service provider to design and deliver a comprehensive practical and forward-looking HR Strategy that aligns with the organisation s strategic goals and supports the future operational requirements of the entity.

The appointed service provider will be required to :

  • Conduct a situational analysis of the current HR environment (policies systems workforce capacity).
  • Perform an environmental scan including benchmarking and reviewing relevant legislation and policies.
  • Facilitate stakeholder engagements to determine key HR priorities.
  • Identify and develop HR strategic focus areas including :
  • Workforce planning and talent acquisition
  • Skills development and capacity building
  • Performance management
  • Leadership development and succession planning
  • Organisational culture and employee engagement
  • Diversity equity and inclusion
  • High-level review of the organisational structure
  • Conduct a gap analysis between current and desired HR capabilities.
  • Develop a full HR Strategy document with :
  • Strategic objectives and outcomes
  • Action plans timelines and responsible parties
  • Key performance indicators (KPIs)
  • HR Strategy Map
  • Implementation roadmap including risk mitigation and monitoring tools

Requirements

Service providers must demonstrate :

  • A multidisciplinary team that includes certified HR professionals strategic planners and analysts.
  • Proven experience in developing HR strategies for public sector or similar organisations (minimum of three relevant projects).
  • Expertise in organisational development change management and human capital planning.
  • Capacity to conduct both qualitative and quantitative research and facilitate stakeholder engagement.
  • Sound knowledge of relevant South African labour laws and public sector HR frameworks.
  • Team Qualification Requirements

    Director :

  • 8 10 years of experience in development of HR strategy and / or organisational design
  • Diploma / Degree in HR HRD or Industrial Psychology

  • Postgraduate Diploma / Honours Degree in HR HRD or Industrial Psychology
  • Master s Degree in HR HRD or Industrial Psychology
  • Consultant :

  • 8 10 years of experience in individual development of HR strategy and / or organisational design
  • Diploma / Degree in HR HRD or Industrial Psychology
  • Postgraduate Diploma / Honours Degree in HR HRD or Industrial Psychology
  • Master s Degree in HR HRD or Industrial Psychology
  • Project Duration

    The full assignment must be completed within a period of three (3) to six (6) months from the date of appointment.
