RequirementsPost Graduate Degree or qualification registered with the National Qualifications Framework at NQF Level 8, or Chartered Accountantputer literate (MSWord, Excel & PowerPoint).

Valid driver's licence.7 years relevant experience at senior and middle management levels, of which at least 2 years must be at senior management level.Meet Municipal Finance Management Authority minimum competency requirements for Chief Financial Officers.Good knowledge and understanding of relevant policy and legislation, institutional governance systems and performance management.Core Managerial and Occupational Competencies : Strategic Leadership And Management; Strategic Financial Management; Operational Financial Management; Governance, Ethics & Values in financial management; Financial and Performance Reporting; Risk and Change Management; Project Management; Legislation, Policy and Implementation; Stakeholder Relations; Supply Chain Management; Audit & Assurance.Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, .Experience and competencies within Local Government in a Financial environment as per the above regulations.The ability to work under pressure, think strategically and creatively.DutiesProvide strategic leadership aligned to financial principles that guide development and maintenance within the municipal area.Integrate and maintain the financial system and administration; develop and implement structures that have a measurable positive impact on financial policy issues.Adhere to generally accepted municipal accounting practices (GRAP) and Municipal Standard Chart of Accounts (MSCOA) in terms of billing, revenue, credit control, supply chain management, rates, tenders, budget and expenditure, valuations, assets and risk management.Execute and control Council's budgetary processes; compile financial statements.Provide technical advice, guidance and support in respect of financial related services and systems in compliance with National Treasury reporting standards.Manage professional and financial contracts in respect of financial management processes.Prepare and submit reports on the department's functions to relevant structures and committees within the organisation.Render a strategic financial service by formulating and implementing frameworks, policies, plans and strategies relevant to national and provincial legislation regarding financial matters in accordance with MFMA guidelines and all other applicable legislation.Co-ordinate staff activities and provide assistance with problems, grievances and disciplinary hearings.Ensure fair and consistent labour practices to maintain sound labour relations.Budget management and financial control of the department; manage department performance through the Service Delivery and Budget Implementation Plan, identifying deviations, applying corrective actions and evaluating performance according to KPIs and PIs.Perform any other related ad-hoc tasks as instructed by management from time to time.SalaryAs stipulated in Government Gazette of 20 May (Regulations on Upper Limits of Total Remuneration Packages to MM's and Managers Directly Accountable to MM's), in respect of a category 4 municipality.Closing Date22 JANUARY AT 12 : 00Persons with Disabilities are welcome to applyMidvaal Local Municipality is an equal opportunity, affirmative action employer and is committed to the achievement and maintenance of representativeness (race, gender, disability).
